The implementation of compensation measures for student loans can alleviate the contradiction between supply and demand in the employment market of college graduates and the shortage of talents in grass-roots units to some extent, and promote the rational allocation of talent resources.

Two, the main contents of the Interim Measures for the compensation of national student loans for college graduates (hereinafter referred to as the "compensation measures").

(A) the meaning of "national student loan compensation for college graduates"

The compensatory assistance of national student loan for college graduates refers to the employment of ordinary college graduates affiliated to the central department in the western region and grassroots units in hard and remote areas (referring to organs, enterprises and institutions below the county level and hard areas). If the service period is more than 3 years (including 3 years), the central government will repay the principal of the national student loan and the interest generated before it is fully repaid. At the same time, all provinces (autonomous regions and municipalities directly under the Central Government) should refer to the principles stipulated in the Measures, formulate compensation funding measures for national student loans, and attract and encourage college graduates to work in grassroots units in hard and remote areas under their jurisdiction.

(2) Conditions for applying for compensation of national student loans for college graduates.

(C) National student loan compensation funding procedures

Eligible college graduates submit the Application Form for National Student Loan Compensation and the employment agreement signed by the graduates themselves, employment units and schools to serve grassroots units in western regions and hard and remote areas for more than 3 years when going through the formalities of leaving school. According to the above materials, colleges and universities review the application qualifications and submit the relevant materials of qualified graduates to the National Student Financial Assistance Management Center for examination and approval. The National Student Financial Assistance Management Center will notify the relevant universities and national student loan handling banks of the list of students who have obtained the national student loan compensation subsidy after examination and approval within one month, and report the relevant examination and approval documents to the Ministry of Education and the Ministry of Finance for the record. The state adopts the method of compensatory funding year by year for college graduates who have obtained compensatory funding from national student loans. After graduation, 30% of the principal and interest of the student loan will be compensated in the first year and the second year, and 40% in the third year. The compensation funding will be completed in three years. The total compensation per person is limited to the principal of the national student loan actually obtained by the graduate during his study in school and the interest generated before full repayment. In principle, the number of compensated students reported by each school every year shall not exceed 5% of the number of students who graduated from colleges and obtained national student loans that year. Colleges and universities with a large proportion of students majoring in agriculture, forestry, water conservancy, geology, minerals, petroleum, normal universities, nationalities and navigation may appropriately increase the proportion, but it shall not be higher than 8%.

(4) Measures for dealing with the breach of contract by graduates who enjoy the compensation policy

In addition to leaving the grass-roots units in the western region and the hard and remote areas due to normal transfer, promotion and job changes, the personnel department of the employing unit should require college graduates who left the grass-roots units in the western region and the hard and remote areas three years before serving to apply to the original colleges and universities in time to cancel the qualification of compensatory funding for the national student loan, and re-sign a repayment plan with the bank. The graduates themselves are responsible for repaying all the principal and interest of the national student loan. The employment unit shall inform the university of the relevant situation in time, and handle the resignation procedures for graduates with the re-signed repayment plan. Colleges and universities should promptly notify the national student financial assistance management center and the national student loan handling bank, and hand over the funds returned by graduates to the national student financial assistance management center in time.

For college graduates who fail to apply to colleges and universities in time to cancel the qualification of national student loan compensation, re-sign the repayment plan with the bank, or leave their posts early, it is regarded as a serious breach of contract, and the national student loan handling bank should promptly input their bad credit records into the national personal credit information basic database.
