This recommendation will be effective from January 16, 2020.

Ensure a basic balance between the supply and demand of pork in the market

The recommendation points out that 500,000 pigs will be slaughtered in 2019; more than 600,000 pigs will be sold by the end of 2020, and the city’s pig breeding will be scaled up The rate will reach more than 70%; by the end of 2021, 700,000 pigs will be slaughtered, and the self-donation rate will reach 70%, ensuring a basic balance between the supply and demand for pork in the market.

We must vigorously develop large-scale and standardized breeding. The "Haikou City Pig Scale Breeding Development Plan" has been formulated to focus on the development of moderate-scale breeding with an annual slaughter capacity of more than 5,000 pigs and steadily increase the scale rate of pig breeding.

Actively support leading livestock enterprises inside and outside the province to invest and set up farms in Haikou, encourage the adoption of new models and technologies such as "building breeding", and vigorously develop large-scale and standardized breeding.

Subsidies will be given to the construction of pens for newly renovated and expanded pig-scale breeding farms with an annual slaughter capacity of more than 5,000 pigs (including black pig-scale breeding farms with an annual slaughter capacity of more than 500 pigs). The principle of bank loan interest discount ratio for breeding enterprises is no more than 2%. Local finance can also allocate interest discount funds through other channels such as its own financial resources, and the interest discount ratio shall not be higher than the bank's benchmark interest rate in the same period.

Specifically, the subsidy for new breeding sows and piglets in large-scale pig farms is 600 yuan/head and the subsidy for piglets is 400 yuan/head; for the large-scale pig breeding of newly imported black pig breeding sows and piglets Each district will receive additional subsidies in equal proportions.

Adopt the "expropriation without transfer" or "expropriation without transfer" land use system for breeding land. The land used for production facilities such as breeding pens, passages within the farm area, and green isolation belts will be determined based on the scale of breeding, focusing on supporting the land needs of seedling farms and large-scale breeding farms, and the upper limit of 15 acres for livestock and poultry breeding production ancillary facilities will be abolished.

Livestock and poultry breeding land is used as facility agricultural land and is managed as agricultural land, and construction land approval procedures are not required.

Considering the number of pigs produced for slaughter as an important assessment content

Each district government is responsible for the production and market supply of pigs within its jurisdiction, implements a red line system for pig production, and regards the number of pigs produced for slaughter as a "vegetable basket" "An important assessment content of the district chief's due diligence system is to ensure that the city's pig self-donation rate is not less than 70%.

Take comprehensive measures to actively study the mechanism of establishing pig "vegetable basket" bases across cities and counties, coordinate the layout of "self-donation" and "outsourcing" pigs, and encourage enterprises to establish pig breeding bases in cities and counties surrounding Haikou. Provide certain support in base reconstruction and expansion, standardization transformation, production capacity improvement, etc., strengthen the connection between the production and sales of pigs and products, and ensure the supply of pigs and products in the jurisdiction.

Subsidies for local pig breeding enterprises, off-site pig breeding enterprises and transporters are implemented in accordance with the "Haikou Municipal Agriculture and Rural Affairs Bureau's Implementation Recommendations on Financial Subsidies for Stable Production of Large-Scale Pig Farms (Interim)".

The number of pig slaughtering enterprises in Haikou City is limited to less than 3

The government will provide financial subsidies of no more than 50% for the construction of decontamination centers and pig transportation transfer stations for large-scale pig farms and breeding pig farms.

Establish and improve the harmless treatment system for diseased and dead pigs, build centralized collection points for diseased animals that meet epidemic prevention requirements in large pig breeding towns, and discuss and coordinate implementation sites with the environmental sanitation department to achieve ** *Build mode. Collection points will be added in areas where breeding is concentrated and in remote areas according to local conditions to ensure that 100% of dead pigs within the jurisdiction are treated harmlessly.

For qualified livestock and poultry waste resource utilization construction projects, the government will grant a 50% subsidy (with an upper limit of no more than 3 million yuan) to encourage the scientific and rational use of harmlessly treated manure. Promote the integration of planting and breeding and the cycle of agriculture and animal husbandry.
