On February 9, 65438, Enshi Tujia and Miao Autonomous Prefecture of Hubei Province issued the Guiding Opinions of the Office of the State People's Government on Encouraging Rural Residents to Purchase Houses in Cities, which is valid until February 3, 20261day.

The opinion puts forward that rural residents who voluntarily vacate their homesteads to buy houses in cities should be guided to sell price-limited commercial houses and given a one-time purchase subsidy; Price-limited commercial housing can be built by state-owned enterprises in relevant counties and cities in urban areas or central towns with strong radiation-driven ability. Rural residents who have not vacated their homesteads to buy houses in cities will be given a one-time housing subsidy. The sales price of price-limited commercial housing and the housing subsidy standard are determined by the county and city people's governments according to the actual situation.

In terms of fund-raising, the document proposes that all counties and cities should organize the reclamation of rural residents' vacated homesteads, and use the transaction funds linked to the increase or decrease of urban and rural construction land to pay the reclamation costs and housing subsidies. The insufficient funds will be raised mainly through financing.

In terms of protection of rights and interests, rural residents who buy houses in cities can apply for registration as permanent residence in cities and towns, and enjoy basic public services such as education and training, medical care, medical security, employment and entrepreneurship on an equal footing with urban residents. Their land contractual management rights and collective income distribution rights in the original household registration location remain unchanged. Rural residents who work in cities can voluntarily pay housing provident fund if they meet the conditions of housing provident fund deposit, and can enjoy preferential interest rates for housing provident fund loans if they meet the conditions of housing provident fund loans when buying houses.

At the same time, financial institutions innovate financial products for rural residents to buy houses in cities to meet the needs of state-owned enterprises to build price-limited commercial housing and personal housing loans.
