The house price is subject to the real house sales agreement you signed. If there is evidence to prove the actual price agreed by you, it is unreasonable for the owner to ask for the difference. You can sue directly and ask the owner to cooperate with you to complete the transfer. As for the problem of overdue payment of the down payment, it will be handled in the way agreed in your agreement.
