Article 1 is to guide and encourage college graduates to find employment in grassroots units in central and western regions and difficult and remote areas. Article 2 If college graduates find employment in grassroots units in central and western regions and difficult and remote areas with a service period of more than 3 years (inclusive), their tuition fees will be reimbursed by the state. In Article 4 of these Measures, the Western Region refers to 12 provinces (autonomous regions and municipalities) including Tibet, Inner Mongolia, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang. .

Article 5: Grassroots units in these measures refer to:

Article 6: College graduates who meet all the following conditions can apply for tuition fees and national student loan reimbursement:

(1) Support the leadership of the Communist Party of China , love the motherland, abide by the Constitution and laws;

(2) abide by the school's rules and regulations while in school, be honest and trustworthy, have good moral character, and have satisfactory academic performance;

(3) Upon graduation, students shall voluntarily work in grassroots units in the central and western regions and difficult and remote areas, with a service period of more than 3 years (inclusive).

Article 7 The maximum amount of tuition repayment and national student loans for each college graduate per semester shall not exceed 6,000 yuan. If the actual tuition fees paid or national student loans obtained by graduates during their studies at school are less than 6,000 yuan per year, reimbursement will be made based on the actual tuition fees paid or the amount of national student loans obtained. If the actual tuition fees paid or national student loans obtained by graduates during their studies at school are more than 6,000 yuan per year, they will be reimbursed at the rate of 6,000 yuan per year.

The number of years for undergraduate, junior college (higher vocational), postgraduate and second bachelor's degree graduates to repay tuition fees and national student loans shall be calculated according to the corresponding academic system stipulated by the state.

Article 8 The state adopts an annual compensation method for college graduates who are employed in grassroots units in the central and western regions and difficult and remote areas and are eligible for tuition and national student loan reimbursement. 1/3 of the total tuition fees or national student loans will be repaid, and the repayment will be completed in 3 years.

Article 9 The funds required for tuition fees and national student loan repayments determined in accordance with these measures shall be arranged by the central finance.

Article 10 Qualified college graduates shall apply for tuition fees and national student loan reimbursement according to the following procedures:

(1) When college graduates go through the procedures for leaving school, Submit the "Tuition and National Student Loan Reimbursement Application Form" to the school and an employment agreement signed by the graduate himself, the employer and the school to serve grassroots units in the central and western regions and difficult and remote areas for more than 3 years.

(2) College graduates who have obtained national student loans during their studies at school should indicate that they have applied for national student loans when signing a post-graduation repayment plan with a national student loan handling bank. Student loan repayment, if you are qualified for national student loan repayment, you do not need to repay the money to the bank yourself.

(3) Colleges and universities will review the application qualifications based on the above materials and in accordance with the provisions of these measures; before the end of June each year, the relevant materials of qualified college graduates will be submitted to the National Student Financial Aid Management Center for approval. For graduates with "secondary job placement", colleges and universities should submit the application materials to the National Student Financial Aid Management Center for approval no later than the end of December of that year after the graduates submit relevant certification materials and review them.

Within one month after receiving application materials from colleges and universities, the National Student Financial Aid Management Center will notify the relevant colleges and universities and national student loan handlers of the approved list of students who are eligible for tuition fees and national student loan reimbursement. Article 11 Colleges and universities must report the employment status of college graduates who have obtained tuition fees and national student loan reimbursement qualifications to the National Student Financial Aid Management Center before June 30 of each year.

The universities where college graduates work must establish a regular contact system with employment units and national student loan handling banks. Colleges and universities must establish complete and accurate files specifically for college graduates who have passed the qualification review and have received tuition fees and national student loan reimbursement, and notify graduates in writing of the tuition fees and national student loan reimbursement received by college graduates during this period of study. Article 12 Except for those who leave grassroots units in the central and western regions and difficult and remote areas due to normal transfers, promotions, and job changes, those who have less than 3 years of service are required to leave the central and western regions and difficult remote areas in advance. For graduates whose tuition reimbursement qualifications are cancelled, colleges and universities should promptly report the relevant situation to the National Student Financial Aid Management Center. The National Student Financial Aid Management Center stopped reimbursing its tuition fees starting that year.

For graduates whose qualifications for repayment of national student loans have been cancelled, they will be responsible for repaying the remaining principal and interest of the national student loans. The employment unit shall promptly notify the university of the relevant situation and handle the resignation procedures for the graduate with the re-signed national student loan repayment plan. Colleges and universities should promptly notify the National Student Financial Aid Management Center and the National Student Loan Processing Bank of the relevant situation.

College graduates who fail to apply to colleges and universities for tuition cancellation and national student loan repayment qualifications in a timely manner, fail to re-sign a repayment plan with the bank, or leave their jobs early will be regarded as serious breaches of contract, and the state Relevant departments must promptly enter their bad credit records into the relevant database of the national financial industry unified credit platform.

Article 13: After the tuition fees and national student loan reimbursement qualifications have been reviewed and approved by the National Student Financial Aid Management Center, the relevant departments (units) shall, in accordance with the relevant regulations of department budget management, transfer the tuition fees and national student loans to Funds for reimbursement funding projects are included in the department budget.
