Can individual state-owned land certificates be loaned?
Legal analysis: state-owned land use certificate can be loaned. The land use certificate for loan use shall be based on the registration of land use right, and the mortgagor and mortgagee shall sign a mortgage contract, which shall not violate the provisions of national laws, regulations and land use right transfer contract. The land use right and the mortgage of buildings and other attachments on the ground shall be registered in accordance with the provisions.

Article 32 The right to use land may be mortgaged.

Article 33 When the right to use the land is mortgaged, the above-ground buildings and other attachments shall be mortgaged accordingly. When buildings and other attachments on the ground are mortgaged, the land use right within the scope of their use is mortgaged accordingly.

Article 397 of the Civil Code of People's Republic of China (PRC) is mortgaged by a building, and the right to use the construction land occupied by the building shall be mortgaged together. Where the right to use construction land is mortgaged, the buildings on the land shall be mortgaged together. If the mortgagor fails to jointly mortgage in accordance with the provisions of the preceding paragraph, the mortgaged property shall be regarded as joint mortgage.
