Green building in Anhui Province was implemented on September 24th, 20th13rd.

Green building is a building that can save resources, protect the environment, reduce pollution to the maximum extent, provide people with healthy, applicable and efficient use space and live in harmony with nature during the whole life cycle of the building. Carrying out green building action is of great significance for changing urban and rural construction mode, breaking the bottleneck of energy resources and improving people's production and living conditions. According to the requirements of the Notice of General Office of the State Council on Forwarding the Action Plan of Green Building of Development and Reform Commission and Ministry of Housing and Urban-Rural Development (Guo Ban Fa [2065 438+03] 1No.), this implementation plan is formulated in combination with the actual situation in our province.

I. General requirements

Integrate ecological civilization into the whole process of urban and rural construction, establish the concept of life cycle, effectively change the mode of urban and rural construction, improve the efficiency of resource utilization, reasonably improve the comfort of buildings, comprehensively promote the green building action, promote the urban and rural construction in our province to embark on a green, circular and low-carbon scientific development track, and accelerate the construction of a resource-saving and environment-friendly society.

Second, the main objectives

During the "Twelfth Five-Year Plan" period, more than 10,000 square meters of new green buildings were built in the province, and10 green building demonstration projects and/kloc-0 green ecological demonstration cities were established. By the end of 20 15, 20% of new urban buildings in the province will be designed and built according to green building standards, of which Hefei will reach 30%. By the end of 20 17, 30% of the new urban buildings in the province will be designed and built according to the green building standards.

Third, key tasks

(a) to further strengthen the work of building energy conservation.

1. Improve the implementation rate of energy efficiency standards for new buildings. Strengthen the supervision and management of building energy-saving products, technology market and construction site, and continuously improve the implementation rate of building energy-saving standards in urban architectural design and construction stage. Encourage qualified regions and public welfare buildings invested by the government to implement building energy efficiency standards with higher energy efficiency grades.

2. Promote energy-saving renovation of existing buildings. Establish and improve the working mechanism of energy-saving renovation of existing buildings. If the existing office buildings, government-invested public buildings and government-invested public buildings of state organs fail to meet the mandatory standards for energy efficiency of civil buildings, they shall formulate energy-saving renovation plans and submit them for review in accordance with regulations. The renovation of old urban areas, the renovation of city appearance, the comprehensive renovation of old residential areas, the seismic reinforcement of existing buildings, the renovation of envelope structure and the renewal of energy use system should be carried out simultaneously. Encourage the use of contract energy management mode to carry out energy-saving transformation of public buildings.

3. Accelerate the large-scale development of renewable energy buildings. Promote the large-scale application of renewable energy such as solar energy, shallow geothermal energy and biomass energy, carry out centralized and contiguous construction of renewable energy building applications in areas suitable for promotion, and accelerate the application of renewable energy building in beautiful countryside. Public buildings with a building area exceeding 1 10,000 square meters should use at least 1 renewable energy. New buildings with solar energy utilization conditions should integrate solar water heating system with building design, construction and installation.

4. Strengthen the energy-saving management of public buildings. Establish an energy statistics system for key energy-using units in the fields of housing and urban and rural construction, build an energy database and monitoring platform for public buildings and institutions, and improve the energy statistics, energy audit and energy publicity systems for public buildings and institutions. Newly built office buildings of state organs and large public buildings shall be equipped with energy consumption metering devices, and the data transmission management of building energy consumption system shall be strengthened. We will carry out pilot projects for energy consumption quota management of large public buildings and explore the differential pricing mechanism for energy consumption exceeding the quota. Strengthen the supervision of energy consumption in the process of building construction, improve the energy statistics of key energy-using units in the fields of housing and urban and rural construction, and ensure that by the end of the Twelfth Five-Year Plan, the energy consumption per unit added value of the construction industry in the province will be 10% lower than that at the end of the Eleventh Five-Year Plan.

(2) Vigorously implement green building standards. Promote public buildings to take the lead in implementing green building standards, including public institutions, schools, hospitals and other public welfare buildings invested by the government, and fully implement green building standards for large public buildings with a single unit of more than 20,000 square meters. Encourage all localities to build affordable housing in accordance with green building standards. Since 20 14, all affordable housing in Hefei has been designed and built according to green building standards. Actively guide real estate projects to implement green building standards and promote the construction of green residential quarters.

(3) Actively promote the construction of green farmhouse music. Housing, urban and rural construction, agriculture and other departments should strengthen the overall planning and management of rural village construction, and for different types of villages and towns, compile atlas of rural residential green construction and renovation promotion, technical guide of rural green building, etc., and provide free technical services. Vigorously promote energy-saving technologies such as solar thermal utilization, building envelope insulation, firewood and coal saving stoves, and scientifically guide rural houses to implement building energy-saving standards.

(4) Deepening the construction of green and ecological cities. The Provincial Department of Housing and Urban-Rural Development has formulated the Technical Guidelines for the Construction of Green Ecological Urban Areas in Anhui Province to guide all localities to do a good job in linking urban and rural construction planning with regional energy planning and optimize the comprehensive utilization of energy systems. Accelerate the planning and construction of green ecological urban areas, establish an index system including the proportion of green buildings, ecological environment protection, public transportation, renewable energy utilization, land intensive utilization, reclaimed water utilization, waste recycling and other contents, and incorporate them into regulatory detailed planning, constructive detailed planning and special planning, and implement them into specific projects.

(5) Accelerate the popularization of appropriate technologies. Carry out research on the characteristics and key technologies of green buildings, and explore the technical route of green buildings that conforms to the reality of our province. Accelerate the preparation of technical guidelines for green buildings in Anhui Province and the promotion catalogue of appropriate technologies, and promote mature technologies such as renewable energy building integration, roof (three-dimensional) greening, natural lighting, natural ventilation, shading, high-efficiency air conditioning, rainwater collection, reclaimed water utilization and sound insulation according to local conditions.

(6) Vigorously develop green building materials. According to local conditions, local materials, combined with local climate characteristics and resource endowments, we will vigorously develop green building materials that are safe and durable, energy-saving and environmentally friendly, and convenient for construction. Accelerate the development of building insulation systems and materials with good fire-proof and heat-insulation performance and new energy-saving wall materials, and actively promote the application of high-performance concrete, high-strength steel bars, bulk cement, ready-mixed concrete and ready-mixed mortar. Establish the certification system of green building materials products, compile the catalogue of green building materials products in Anhui Province, and strengthen the quality supervision of green building materials products.

(7) Promoting construction industrialization. Accelerate the establishment of a standard system for industrial design, construction and parts production of buildings, actively promote prefabricated concrete, steel structures and other building systems suitable for industrial production, and promote green buildings. We will carry out pilot projects for comprehensive cities with industrialized buildings, and strive to improve the application rate of industrialized buildings. The affordable housing in the pilot cities should take the lead in realizing the industrialization of buildings. Actively promote the full renovation of residential buildings, encourage one-time renovation or menu decoration of new residential buildings, and promote the unity of personalized decoration and industrial decoration.

(eight) strict management of building demolition. Strengthen urban planning management and maintain the seriousness and stability of planning. Except for the basic needs of public interests, no unit or individual may dismantle buildings that meet the standards of urban planning and engineering construction and are within the normal service life without authorization. For illegal demolition, the responsibility of relevant units and personnel shall be investigated according to laws and regulations. Housing and urban-rural construction departments should study and formulate relevant management systems for building demolition.

(9) Promote the recycling of construction waste. Strictly implement the responsibility system for construction waste disposal, and collect, transport and dispose of construction waste according to the principle of "who produces and who is responsible". Strengthen the research and development of technologies such as classification, crushing and screening of construction waste, and promote the use of construction waste to produce new wall materials. Centralized treatment and graded utilization of construction waste shall be implemented, and cities with districts shall set up special centralized treatment bases for construction waste according to local conditions.

Fourth, safeguard measures.

(1) Strict responsibility implementation. The provincial government will incorporate the completion of the green building action target and the implementation of measures into the municipal government's energy-saving target and responsibility assessment and evaluation system. Set up a green building action coordination group led by the Provincial Department of Housing and Urban-Rural Development and composed of relevant provincial departments to study and formulate the annual work plan of the province's green building action and coordinate and solve major problems in the work. Development and reform departments should strictly implement the energy-saving evaluation and review system for fixed assets investment projects, and strengthen the review of the implementation of green building standards for public construction projects. Housing and urban-rural construction departments should strengthen the planning, design and construction drawing review of green building projects, and seriously investigate and deal with violations of engineering construction standards and unqualified building materials. Finance and taxation departments should implement preferential tax policies, encourage real estate developers to build green buildings, and guide consumers to buy green houses. All localities should strengthen the organization, leadership and overall coordination of green building actions.

(2) Strengthen policy support. The Provincial Department of Finance should increase investment to support the construction of green buildings and green ecological urban areas. Provincial land and resources departments should study and formulate policies to promote the development of green buildings in land transfer. The Provincial Department of Science and Technology shall set up a special project for the development of green building science and technology, organize the research on green building science and technology, and accelerate the construction of green building scientific research and innovation carrier. Improve and perfect financial services for green buildings. The green building consumption loan interest rate of financial institutions can be lowered by 0.5%, and the development loan interest rate can be lowered by 1%. Encourage all localities to implement green building action awards, formulate policies such as reducing and exempting urban supporting fees, study policies such as floor area ratio awards, and clarify the proportion of green building construction land in the planning conditions of land bidding, auction and transfer. The relevant departments of the province in the organization of "Huangshan Cup", "Luban Award", survey and design award, scientific and technological progress award, etc., to obtain the green building evaluation logo project should be selected or recommended.

(3) Strengthen capacity building. Accelerate the improvement of standards and specifications for green building design, testing and star rating, formulate green building project quotas and cost standards, and promote green building demonstration projects and government-invested public welfare buildings to carry out energy efficiency evaluation and green building evaluation signs. Support institutions of higher learning, scientific research institutes and design consulting enterprises to carry out scientific research on green buildings, strengthen the training of employees in the fields of building planning, design, construction, evaluation and operation, carry out green building planning and design scheme competitions, organize green building innovation awards, and accelerate the improvement of urban and rural ecological planning and green building design level.

(4) Promote demonstration and guidance. Start a number of demonstration projects such as green ecological urban areas, green campuses, green hospitals and green office buildings. Focus on promoting the demonstration construction of public institutions, public welfare buildings and affordable housing invested by the government. Encourage qualified places to carry out demonstration construction of green small towns and promote the green transformation of old cities.

All localities and relevant departments should, in accordance with the deployment and requirements of this plan, formulate corresponding green building action work plans as soon as possible, strengthen overall coordination, pay close attention to work implementation, accelerate the transformation of urban and rural construction methods and construction industry development methods, and strive to promote the construction of a strong ecological province.
