Article 1 In order to standardize the investigation of scientific research dishonesty, implement the spirit of "Several Opinions on Further Strengthening the Construction of Scientific Research Integrity" issued by the General Offices of the General Office of the Central Committee of the CPC and the State Council, and formulate these Detailed Rules according to the Law of People's Republic of China (PRC) on Science and Technology Progress and the Law of People's Republic of China (PRC) on Higher Education.
Article 2 The term "dishonesty in scientific research" as mentioned in these Rules refers to acts that violate the code of conduct and norms of scientific research in scientific research and related activities, including:
(a) plagiarism, misappropriation of other people's research results or project applications.
(2) fabricating research process, forging research results, buying and selling experimental research data, forging or tampering with experimental research data, charts, conclusions, test reports or user reports, etc.
(three) buying and selling, writing, writing papers or project acceptance materials. , fictional peer review experts and comments.
(4) Deliberately providing false information and other fraudulent means, or taking improper means such as entrustment, bribery and interest exchange to obtain the approval of scientific research projects (special projects, funds, etc.). ), research funds, awards, honors, titles, etc.
(five) obtaining the examination and approval of scientific and technological ethics by deception, or forging or tampering with the examination and approval documents of scientific and technological ethics.
(six) no signature and other substantive academic contributions, in violation of papers, awards, patents and other signature norms.
(7) Repeated publication, quoting documents irrelevant to the content of the paper, and asking the author to quote specific documents unnecessarily, which violate the academic publishing norms.
(eight) other acts of dishonesty in scientific research. Plagiarism, forgery, tampering and repeated publication as mentioned in these Rules shall be recognized in accordance with academic publishing norms and relevant industry standards.
Article 3 Relevant competent departments, institutions of higher learning, scientific research institutions, medical and health institutions, enterprises, social organizations and other units shall not accommodate or cover up scientific research dishonesty, and no unit or individual shall obstruct or interfere in the investigation and handling of scientific research dishonesty.
Article 4 The parties and witnesses who have lost their trust in scientific research shall actively cooperate with the investigation, truthfully explain the situation and provide evidence, and shall not forge, tamper with, conceal or destroy evidence materials.

5. Malicious defamation of others, such as spreading rumors or slandering others on the Internet.
6. Violation of laws and regulations, such as tax evasion and tax evasion.

8. Breach of contract, such as changing contract terms or refusing to perform contract obligations.
9. Violation of confidentiality agreement, such as disclosure of company secrets or customer information.
