Legal basis: detailed rules for the implementation of tuition compensation for grass-roots employment and national student loan compensation.

Article 8 The state adopts the annual compensation method for graduates who have obtained the qualifications of tuition compensation and national student loan compensation to work in grass-roots units in the central and western regions and hard and remote areas. After graduation, students will pay tuition fees or 1/3 of the total amount of national student loans every year, and the compensation will be completed in three years. The required funds are allocated by the central finance.

Ninth qualified graduates can apply for tuition compensation and national student loan compensation according to the following procedures:

(1) Graduates themselves submit corresponding application materials and employment agreements signed by graduates themselves, employment units and schools to serve grassroots units in central and western regions and hard and remote areas for more than 3 years when going through the formalities of leaving school.

(two) during the period of school, the graduates who obtained the national student loan in colleges and universities shall indicate that they have applied for the national student loan compensation when signing the repayment plan with the handling bank after graduation. In line with the national student loan compensation conditions, the school should repay the compensation funds to the national student loan handling bank in colleges and universities. College graduates who have obtained student-origin credit student loans during their studies in school shall remit compensation funds to the address or account designated by the students if they meet the conditions of national student loans.

(3) After the graduates arrive at their posts, they should send the on-the-job certification materials to the school before 1 15 of that year. The school shall review the application qualifications according to the above materials and the provisions of these Rules, and submit the application materials to the National Student Financial Assistance Management Center for approval before the end of June 65438+February of that year.

Article 10 Graduates who have obtained the qualification of tuition compensation and national student loan compensation shall, after being approved by the National Student Financial Assistance Management Center, send proof of their employment to the school before May 3 1 every year in the next two years; Students who no longer meet the conditions of tuition compensation and national student loan compensation during the period should submit a written application to the school in time to cancel the qualification of tuition compensation and national student loan compensation. The school examines the students' application qualifications and submits them to the National Student Financial Assistance Management Center for approval before June 30 each year. Schools should establish a regular contact system with employment units and national student loan handling banks, establish complete and accurate files for college graduates who have passed the qualification examination of tuition compensation and national student loan compensation, and inform the graduates themselves, the personnel department of employment units and the national student loan handling bank of their tuition compensation and national student loan compensation during their study. At the same time, we should also take the initiative to understand and regularly report the work of graduates to the National Student Financial Assistance Management Center of our school and the National Student Loan Handling Bank, so that the handling bank can keep abreast of the dynamic situation of borrowing students and do a good job in the post-loan management of the national student loan business.

Article 11 Except for leaving the grass-roots units in the central and western regions and the hard and remote regions due to normal transfer, promotion and job change, the personnel department of the employing unit shall require the college graduates who left the grass-roots units in the central and western regions and the hard and remote regions three years before serving to apply to the original colleges and universities for cancellation of tuition compensation and national student loan compensation qualifications in time. For graduates who are disqualified from tuition compensation, the school should submit relevant information to the National Student Financial Assistance Management Center in a timely manner. The National Student Financial Assistance Management Center stopped compensating its tuition fees from that year. Graduates who cancel the qualification of national student loan compensation are responsible for repaying the principal and interest of the remaining national student loans. The employment unit shall inform the school of relevant information in time, and handle the resignation procedures for graduates with the newly signed national student loan repayment plan. The school shall promptly notify the National Student Financial Assistance Management Center and the national student loan handling bank of the school. For college graduates who fail to apply for cancellation of tuition compensation and national student loan compensation in time, re-sign repayment plans with banks, or leave their posts in advance, it is regarded as a serious breach of contract, and the relevant state departments should promptly input their bad credit records into the relevant database of the national financial industry unified credit information platform.
