According to the Opinions of the People's Bank of China and the China Banking Regulatory Commission on Further Improving Financial Services to Support Energy Saving and Emission Reduction and Eliminate Backward Production Capacity, when approving new credit projects and issuing bonds for financing, we should strictly implement the market access requirements of national industrial policies and environmental protection policies (option B is correct), strictly examine the financing applications of enterprises with high energy consumption and high emissions, and reasonably collect credit authority for industries with overcapacity and backward production capacity and energy saving and emission reduction control. In particular, for financing involving capacity expansion, credit authority should be obtained from the head office: the impact of credit projects on energy conservation and environmental protection should be taken as an important part of pre-lending review and post-lending management (option A is correct), the credit management responsibility system should be further clarified and implemented, and credit supply for energy conservation and emission reduction and elimination of backward production capacity should be strictly controlled. New credit support shall not be provided in any form for illegal projects under construction that do not conform to the national energy conservation and emission reduction policies and backward production capacity that the state explicitly requires to be eliminated (option E is wrong): no new working capital loans shall be added for illegal projects under construction, and the loans already issued shall be properly kept to protect the security of bank claims (option C is wrong). For areas, enterprises or projects that have been clearly restricted by the state, the industry list management system (option D is correct) will be implemented, and enterprises (projects) that have major illegal behaviors, energy conservation and emission reduction, safety and other major risk hazards and are under national and local key monitoring will be included in the list, and strict credit management will be implemented.
