2009 Shengli Oilfield College Graduates Recruitment
Publicity Outline
College Graduates Recruitment The work is an important task related to the long-term development of the oil field and the vital interests of employees and families. It involves a wide range of areas, has a large impact, and has strong policy implications. In view of the current employment situation of college graduates, in order to further improve the introduction of college graduates in the oil field in 2009, according to the relevant regulations of the group company and combined with the actual situation of the oil field, the Administration and the branch have studied and formulated relevant policies for the introduction of college graduates in 2009. In order to do a good job in policy publicity, we compiled the "2009 Publicity Outline for the Introduction of Graduates from Shengli Oilfield Colleges and Universities", which aims to help graduates and their parents understand employment policies, understand employment information, change their employment concepts, and actively choose their own careers.
1. Forecast of the employment situation of college graduates nationwide in 2009
The number of fresh graduates from general colleges and universities nationwide is expected to reach 6.19 million in 2009, an increase of 600,000 from 2008. Taking into account the number of graduates seeking employment in previous years, the total number of graduates seeking employment in 2009 will exceed 7.5 million. In the face of the severe employment situation in the whole society, the pressure on college graduates to find employment is still very high. On the one hand, the number of college graduates in need of employment is still increasing sharply. On the other hand, the number of effective social demand positions cannot keep up with the increase in the number of graduates. Especially affected by the international financial crisis, some units have reduced employment and the number of graduates has increased. Part of it cannot be fully digested in a short period of time. Therefore, it can be expected that the employment situation of college graduates nationwide in 2009 will remain severe.
2. Main national policies to promote employment of college graduates
Since 2002, the General Office of the State Council has successively issued the "General Office of the State Council forwarded to the Ministry of Education and other departments on further deepening the general higher education Notice on Opinions on Issues Related to the Reform of the Employment System for School Graduates (Guobanfa [2002] No. 19) and "Notice on Doing a Good Job in the Employment of Graduates from General Colleges and Universities in 2003" (Guobanfa [2003] No. 49), etc. The document points out that “establishing an employment mechanism featuring market orientation, government regulation, school recommendation, and two-way selection between students and employers.” In recent years, the employment work of college graduates has implemented this spirit, and various employment measures taken have also focused on how to implement this spirit. The 17th National Congress of the Communist Party of China clearly proposed “to improve policies to support self-employment and self-employment, strengthen education on employment concepts, and enable more workers to become entrepreneurs.” It required governments at all levels to actively do a good job in employment of college graduates and help graduates. Change the concept of employment and promote entrepreneurship to create employment.
In order to support independent entrepreneurship, governments at all levels of the country and all provinces and cities have introduced many preferential policies, covering many aspects such as financing, business opening, taxation, entrepreneurship training, and entrepreneurship guidance. The "Employment Promotion Law of the People's Republic of China" implemented on January 1, 2008 clearly states that "microcredit and other support will be provided to self-employed entrepreneurs within a certain period of time." Shandong Province stipulates that for college graduates who are self-employed and have flexible employment, the industry and commerce, labor and social security, science and technology and other departments must provide them with targeted projects, consulting and other information services. Establish an entrepreneurship training service system that integrates small loans, tax exemptions, tracking services, etc.; college graduates who engage in self-employment during the career selection period (except for industries and occupations restricted by the state), shall start from the date of registration with the industrial and commercial administrative department. Starting from now, various administrative fees for registration, management and licenses will be exempted for 3 years; business tax, urban maintenance and construction tax, education surcharge, local education surcharge and personal income tax will be exempted for 3 years; college graduates can apply to start a business For small loans, refer to the measures for small guaranteed loans for unemployed people, etc.
In order to deal with the employment pressure of college graduates, the Ministry of Education and other relevant departments introduced four measures in 2008. The first is to encourage graduates to find jobs at the grassroots level. For graduates who have been employed in grassroots units in western and difficult remote areas for a certain number of years, the state will repay the tuition fees and student loans of these students. The second is that the troops enter the school in advance to recruit soldiers. The education department will adopt a pre-recruitment method for college graduates in 2009 to enter the school in May and June to encourage college students to devote themselves to national defense construction. The third is to expand the special post program for rural teachers and recruit 30,000 graduates to teach in the west. The fourth is to increase the enrollment plan for master's degrees in in-demand disciplines.
3. The Group’s main policies for the introduction of college graduates in 2009
In order to promote the scientific, institutionalized and standardized introduction of college graduates and improve the quality of introduction, the Group has researched and formulated The "Measures for the Management of the Introduction of College Graduates (Trial)" (Sinopec People [2008] No. 547) clearly stipulates the procedures, conditions and relevant requirements for the introduction of graduates. Based on the overall requirements for total employment control and the needs of business development and talent team building, the group company has researched and issued the 2009 college graduate introduction plan, and made requirements for the introduction work:
1. Graduates The overall requirements for introduction management work are to "focus on professionalism, select the best, operate openly, and strengthen supervision." It is necessary to highlight the main business, and the introduction of majors must match the demand to ensure the needs of graduates of major projects and main majors; it is necessary to select recruitment colleges and graduates, increase the introduction of key universities and high-quality graduates, and reasonably improve Academic level; the introduction standards and conditions must be detailed and clear, and hot spots and key units must have strict standards and conditions; mutual supervision between personnel departments, enterprises and relevant parties must be strengthened to ensure the open and fair introduction of high-quality graduates.
2. The proportion of graduates introduced by oil (gas) fields, refining, construction enterprises and production-related professional companies should be no less than 75%, and the proportion of graduates introduced by scientific research and design units with majors in petroleum and petrochemicals should be no less than 75%. The proportion should be no less than 85%. In principle, the headquarters office does not recruit fresh graduates.
3. The introduction of graduates is mainly from key national first-class undergraduate colleges. The main majors in petroleum and petrochemicals can appropriately introduce high-quality graduates from national second-class undergraduate colleges.
4. Graduates from overseas studies mainly introduce master’s and doctoral students who graduated from overseas universities. The institutions must be within the scope of institutions that introduce overseas students stipulated by the group company. International students who have undergraduate degrees in first-class domestic universities must be Overseas institutions are not subject to restrictions.
5. For formally introduced graduates, standardized employment agreements and labor contracts must be signed.
IV. The overall situation of the 2009 Sinopec Group Company’s approval of the college graduate introduction plan for Shengli Oilfield
In December 2008, the Group Company issued the 2009 graduate introduction plan (Sinopec People (Opened [2008] No. 295), approved Shengli Oilfield’s 2009 general college graduate introduction plan for a total of 806 people, including 20 doctoral graduates, 196 master’s graduates, and 590 undergraduate graduates (see the attached table for specific majors and numbers) ).

5. The main contradictions faced by the introduction of college graduates in Shengli Oilfield in 2009
In 2009, the contradictions faced by the introduction of college graduates by Shengli Oilfield are mainly reflected in the following two aspects :
First, there are few introduction targets and a large number of children. The total number of undergraduate graduates from ordinary universities ordered by the group company is 590, but the number of ordinary undergraduate graduates is expected to be about 1,200.
Secondly, the majors approved by the group company are quite different from the majors studied by the children’s graduates. The group company has clearly stipulated that in 2009, each unit should focus on introducing urgently needed backbone petroleum majors. According to analysis, the number of children's undergraduate graduates whose majors are within the scope of the group company's introduction plan is less than 200, and most of the children's graduates are studying majors that are not within the scope of the group company's approved introduction of majors.
Therefore, the introduction of oilfield graduates will face the dual contradictions of few introduction indicators, many graduates with children, and a mismatch between the majors studied by their children and the approved majors to be introduced.
VI. Main policies for the introduction of college graduates in Shengli Oilfield in 2009
In accordance with the requirements of the group company's "Management Measures for the Introduction of College Graduates (Trial)", according to the graduation requirements issued by the group company According to the student introduction plan (Sinopec Renkai [2008] No. 295), the main policies for the introduction of college graduates in Shengli Oilfield in 2009 are:
1. Carry out the introduction work strictly in accordance with the group company’s introduction plan, and give priority under the same conditions Introducing oil field children. The majors studied by the children fall within the priority of the introduction plan issued by the group company. If the number of students is greater than the introduction plan, the principles of fairness, justice and openness will be adhered to, and open recruitment will be implemented.

9. Conditions and procedures for employment in oil fields for graduates who have returned from studying abroad
According to the state and the group The company's relevant policies require that graduates who have returned from studying abroad have the same employment opportunities and treatment as domestic graduates in the oil field, and must meet the following conditions:
1. The majors studied are within the scope of the introduction plan issued by the group company ;
2. Obtain a master's degree or above, and the academic qualifications and degrees must be certified by the Study Abroad Service Center of the Ministry of Education.
The introduction procedure is:
1. Graduates who have passed academic qualifications and degree certification shall register at the Talent Exchange Center with academic qualifications and degree certification certificates issued by the Education Overseas Study Service Center. ;
2. Participate in oil field recruitment activities with domestic graduates based on their majors and student sources;
3. Graduates who are hired after studying abroad and returning to China will first go through the bureau’s talent exchange The center will issue an acceptance letter, and then go to the Study Abroad Service Center of the Ministry of Education to apply for a registration certificate (letter of introduction).
The relevant treatment for introduced graduates who have studied abroad and returned to China is the same as that for domestic graduates.
10. Procedures for handling breach of contract after graduates sign a contract with an oil field
After graduates sign a contract with an oil field, both parties must abide by the agreement, and any party that breaches the contract will bear liability for breach of contract. If a graduate files a breach of contract due to various reasons, he should first state the reason for the breach of contract, fill out the breach of contract approval form, and after approval by the Bureau's Talent Exchange Center, pay liquidated damages to the oilfield according to the terms stipulated in the agreement, and then the Bureau's Talent Exchange Center will issue a certificate of termination. .
11. Respond rationally to the current employment situation and promote the smooth employment of graduates
In view of the current severe employment situation, graduates and their parents should face the current employment situation rationally and Change the concept of employment, correct their mentality, and help graduates find jobs successfully.
First of all, we must give our children the right to choose employment. Nowadays, most graduates are only children, and most of their problems are handled by their parents. Some parents do not believe that their children can handle problems independently. In fact, children get much more employment information at school than their parents. Parents should boldly let go and not interfere too much in their children's career choices. This will be more conducive to their children's smooth employment.
Secondly, we must encourage our children to find jobs where they can make a difference. Some parents always hope that their children can work beside them. As long as they can return to work beside them, they can do anything regardless of whether they can use their professional expertise. This kind of thinking will have a negative impact on the growth of children.
Therefore, as parents, we must consider the long-term interests of our children, broaden our children's employment areas and horizons, and not limit them to those around us. We should educate our children to be able to travel far and wide as long as they are employed and can use their talents.
Third, the children of graduates should actively seek employment in society. Children of graduates must be self-reliant and self-reliant, dare to venture outside the oil fields, make full use of the country's preferential policies to encourage college graduates to start businesses, have the courage to compete in the market economy, start their own businesses, and achieve employment through entrepreneurship. Those who wish to find employment in the oil fields can also go to restructured companies in the oil fields and contact them for job opportunities.
Fourth, we need to support our children’s graduates in starting their own businesses. Parents of graduates should use their worldly experience to help graduates conduct market research and analysis, provide necessary financial investment, and encourage graduates to start their own businesses.
Fifth, we should encourage our children to apply for graduate school or national civil servants. Some children have excellent academic performance and wish to continue their studies. Parents should support their children in applying for postgraduate studies to enhance their employability and expand their employment scope. If you want your children to return to the oil field for employment after graduation, you should pay attention to applying for a graduate degree in a major in petroleum. In addition, children should be encouraged to actively apply for national civil servants.
