Article 1 In order to further strengthen the management of micro-credit poverty alleviation to households and ensure that the tasks set in the Five-Year Plan for Poverty Alleviation in Shaanxi Province are completed as scheduled by the end of this century, these measures are formulated in accordance with the spirit of the Decision of the Central Committee and the State Council on Solving the Problem of Food and Clothing for the Rural Poor as soon as possible and adhering to the principle of poverty alleviation to households. Article 2 Micro-credit poverty alleviation to households refers to providing paid poverty alleviation funds to poor farmers through poverty alleviation economic cooperatives (hereinafter referred to as "poverty alleviation cooperatives"), and adopting such poverty alleviation methods as small short-term, full loan with zero repayment, five-household joint guarantee, women-oriented and unsecured guarantee. Article 3 Micro-credit poverty alleviation focuses on poor villages and targets poor farmers. Through sustained and effective support, poor households can solve the problem of food and clothing as soon as possible. Article 4 The operating system of "three-line management" is implemented for micro-credit poverty alleviation to households, that is, the party and government are responsible for organization, coordination and supervision; The front line of poverty alleviation institutions is responsible for the selection of support objects and projects, and the commitment, delivery and recovery of poverty alleviation funds; The front line of the Agricultural Bank of China is responsible for the approval, issuance, supervision, management and recovery of poverty alleviation loans, helping poverty alleviation institutions to establish and improve account tables and management systems, and supervising the operation of funds. Article 5 The poverty alleviation agency is a non-profit organization with the purpose of serving poor farmers, and its funds are fully allocated by the financial classification. Article 6 There shall be a General Cooperative for Poverty Alleviation in the province (hereinafter referred to as "General Cooperative for Poverty Alleviation"), whose duties are: under the leadership of the Office of the Provincial Leading Group for Poverty Alleviation and Development, to be responsible for compiling the work plan and annual plan of microfinance poverty alleviation to households in the province; To study and formulate relevant policies for microfinance to help poor households; Guide the work of grassroots poverty alleviation institutions and be responsible for the business training of poverty alleviation institutions at the local and county levels; Check, audit and supervise the poverty alleviation funds to households in conjunction with relevant departments. Article 7 The state (city) shall establish the Economic Cooperation Association for Poverty Alleviation (hereinafter referred to as the "Association for Poverty Alleviation"), whose duties are: under the leadership of the office of the leading group for poverty alleviation and development of the state (city), it shall be responsible for compiling the work plan and annual plan of the state (city) microfinance for poverty alleviation; To study and formulate relevant policies for microfinance to help poor households; Coordinate and solve the problems in the operation of grassroots poverty alleviation cooperatives; Supervise, inspect and implement poverty alleviation and development projects; Audit and supervise poverty alleviation funds in conjunction with relevant departments; Conduct business training for poverty alleviation institutions in counties and townships; Summarize the experience of promoting micro-credit to help the poor, and guide the work of poverty alleviation institutions in counties and townships. Eighth counties (cities) to set up poverty alleviation institutions, their duties are: under the leadership of the county (city) leading group office for poverty alleviation and development, responsible for the preparation of county (city) microfinance poverty alleviation work plan and annual plan; To study and formulate relevant policies and rules and regulations on microfinance to help poor households; Loan poverty alleviation funds to households; Arrange and dispatch poverty alleviation funds to households; Training staff of township poverty alleviation branches; Review and implement poverty alleviation and development projects; Responsible for auditing the finance of poverty alleviation sub-branches; Cooperate with relevant departments to do a good job in auditing and monitoring poverty alleviation funds. Article 9 A poverty alleviation economic cooperation branch (hereinafter referred to as the "poverty alleviation branch") shall be established in a township, and its duties shall be: under the leadership of the township (town) Party committee and government, and under the business guidance and management of the county (city) poverty alleviation institutions, it shall be responsible for compiling the annual plan of microfinance poverty alleviation to households in the township (town); Establish poverty alleviation centers and joint insurance teams; Identify poverty alleviation targets and help poor households choose production projects; Responsible for the delivery and recovery of micro-credit funds; Organize central meetings, carry out technical training and provide support services for the project. Tenth according to the administrative village set up 1 or a number of poverty alleviation centers, each poverty alleviation center is composed of 4-6 members of the joint protection team. The center has 1 director, who is elected by the general meeting of members. Poverty alleviation centers should have fixed venues for activities. The duties of the director of the center are: to organize members to choose production projects and apply for poverty alleviation funds; Hold the meeting of the host center on time, exchange production experience, transmit market information, carry out technical training, handle the procedures of putting in and repaying poverty alleviation funds, implement the joint guarantee responsibility, and publicize poverty alleviation policies. Eleventh within the scope of the villagers' group, in accordance with the principles of living nearby, voluntariness, equality, democracy, trust, mutual assistance and co-insurance, set up a co-insurance group with several members. The group is generally composed of 5 households 1 group leader, and the group leader is democratically elected by the group members. The responsibilities of the team leader are: to help members implement production projects, apply for poverty alleviation funds, implement the responsibility of joint guarantee, and urge members to attend the central meeting on time and pay back the money on time. Article 12 The poverty alleviation agency shall implement a management system that combines all sectors and focuses on each other. Poverty alleviation institutions accept the leadership of local party committees, governments and poverty alleviation offices, and accept the business management of poverty alleviation institutions at higher levels. Thirteenth personnel departments at all levels must allocate cadres according to the business needs of poverty alleviation institutions. The financial personnel of poverty alleviation institutions at or above the county level should have intermediate or above titles, the financial personnel of branches should have primary technical titles, and other staff members selected should also be familiar with financial accounting, rural economy and rural work, and be enthusiastic about poverty alleviation. Fourteenth cadres of poverty alleviation institutions can be deployed from the party and government organs, can also be selected from public institutions, and can also be selected from college graduates. Newly-selected cadres of poverty alleviation organs must undergo professional training before they can take up their posts. Fifteenth adhere to the principle of combining management with office. The personnel of poverty alleviation institutions should remain relatively stable, and the appointment and removal of the director and deputy director shall be jointly inspected and approved by the poverty alleviation office and the organization and personnel department. The cadres of poverty alleviation organs shall be transferred, and the personnel department shall handle the transfer procedures after the inspection and assessment by the poverty alleviation office; Cadres of poverty alleviation organs must obtain the consent of the poverty alleviation office before they can go through the transfer procedures; For cadres who are not competent for the work of poverty alleviation institutions, the personnel department should handle the transfer procedures in a timely manner according to the opinions of the poverty alleviation office, and replenish personnel in a timely manner according to the preparation; Township poverty alleviation branch cadres by the county (city) poverty alleviation office unified assessment and management; Staff in non-leadership positions can be uniformly deployed and used.
