On August 20th, the 30th meeting of the 13th the National People's Congress Standing Committee (NPCSC) voted to adopt a decision on amending the population and family planning law, focusing on the implementation of the three-child birth policy, abolishing social support fees and other restrictive measures, and supporting the implementation of positive birth support measures.

According to incomplete statistics, including Beijing, Anhui, Guangdong, Linze, Gansu, Hai 'an, Jiangsu and Ningbo, Zhejiang, many provinces and cities have given housing policy support to families with two children and three children. Yan Yuejin continued to point out that such cities and regions have indeed released warmth from different angles, including housing support and subsidies, public rental housing allocation, provident fund loan support, etc., which reduced the cost of buying houses and objectively reduced the family living costs of three children. Specifically, the Notice of Beijing Municipal Commission of Housing and Urban-Rural Development on Strengthening the Qualification Examination and Allocation Management of Public Rental Housing, which came into effect on August 20th, stated that Beijing would give priority to the allocation of public rental housing to families with minor children and take the lead in implementing the State Council's housing policy of encouraging the birth of three children.

It is clear in the notice that the district housing security management department can, in combination with the actual situation of the district, directly issue notices of housing selection to low-income families, severely disabled families, seriously ill families, families with many minor children, families waiting for more than five years and other families with special difficulties. The relevant person in charge of the Beijing Municipal Commission of Housing and Urban-Rural Development said that among them, waiting families with two or more minor children can enjoy this policy, and appropriate care can be given according to the number of minor children in the choice of apartment type. On September 14, Gansu Daily reported that Linze County, Gansu Province passed the "Implementation Opinions on Optimizing Fertility Policy in Linze County to Promote Long-term Balanced Population Development (Trial)", becoming the first county in the province to introduce an optimized fertility policy and promote the implementation of the three-child fertility policy. Among them, in terms of reducing housing costs, the implementation opinions give 40,000 yuan of government subsidies to permanent families with Linze household registration who have given birth to two children and three children, and 30,000 yuan of government subsidies to purchase commercial housing in centralized residential areas such as Central Market Town, Tunquan Town and Danxia Yang Kang Village.
