According to the notice, there are two major adjustments to the housing provident fund loan policy in Ningbo:
1. For families with two or three children who have paid the housing provident fund for two consecutive years and apply for the provident fund loan for the first time to buy the first self-occupied house, the maximum loan amount of the housing provident fund will be increased from 600,000 yuan/household to 800,000 yuan/household.
II. The Notice shall be implemented as of June 1 day, 2022. Before the implementation, if the housing purchased by the borrower has been signed online in the information system of Ningbo housing transaction management department, it will still be implemented according to the original housing provident fund loan policy; Before the implementation, if the borrower has accepted the application materials for the loan, it will still be implemented according to the original housing provident fund loan policy.
Yan Yuejin, research director of the think tank center of Yiju Research Institute, pointed out that Ningbo's loan needs to meet two "firsts", namely, the first application and the first housing. The starting point of Ningbo provident fund policy is not to save the market, but to provide supporting support from the perspective of a three-child family. This is also the first policy at the national provident fund level to support the birth of a three-child family. Similar policies are worth learning from other cities in China, which further embodies the essence of provident fund protection.
On July 20th this year, the Decision of the Central Committee of the State Council on Optimizing the Birth Policy to Promote the Long-term Balanced Development of the Population was issued, proposing to optimize the birth policy, implement the policy that a couple can have three children, and implement active birth support measures. On August 20th, the 30th meeting of the 13th the National People's Congress Standing Committee (NPCSC) voted to adopt a decision on amending the population and family planning law, focusing on the implementation of the three-child birth policy, abolishing social support fees and other restrictive measures, and supporting the implementation of positive birth support measures.
According to incomplete statistics, including Beijing, Anhui, Guangdong, Linze, Gansu, Hai 'an, Jiangsu and Ningbo, Zhejiang, many provinces and cities have given housing policy support to families with two children and three children. Yan Yuejin continued to point out that such cities and regions have indeed released warmth from different angles, including housing support and subsidies, public rental housing allocation, provident fund loan support, etc., which reduced the cost of buying houses and objectively reduced the family living costs of three children. Similar policies have also greatly activated the demand for market transactions.
Specifically, the Notice of Beijing Municipal Commission of Housing and Urban-Rural Development on Strengthening the Qualification Examination and Allocation Management of Public Rental Housing, which came into effect on August 20th, stated that Beijing would give priority to the allocation of public rental housing to families with minor children and take the lead in implementing the State Council's housing policy of encouraging the birth of three children.
It is clear in the notice that the district housing security management department can, in combination with the actual situation of the district, directly issue notices of housing selection to low-income families, severely disabled families, seriously ill families, families with many minor children, families waiting for more than five years and other families with special difficulties. The relevant person in charge of the Beijing Municipal Commission of Housing and Urban-Rural Development said that among them, waiting families with two or more minor children can enjoy this policy, and appropriate care can be given according to the number of minor children in the choice of apartment type. By June 5438+February, the Beijing Municipal Commission of Housing and Urban-Rural Development and the Beijing Municipal Commission of Planning and Natural Resources recently issued and implemented the Guidelines for Planning, Design and Livable Construction of Property Houses in Beijing (202 1 Edition). Taking into account the needs of families with many children, the requirement for the proportion of units with a building area of less than 90 square meters for * * property houses was cancelled.
Similar to Beijing, Anhui Province and Guangdong Province have also proposed that when renting public rental housing, families with minor children who meet the local housing security conditions can be given appropriate care according to the number of minor children.
On September 14, Gansu Daily reported that Linze County, Gansu Province passed the "Implementation Opinions on Optimizing Fertility Policy in Linze County to Promote Long-term Balanced Population Development (Trial)", becoming the first county in the province to introduce an optimized fertility policy and promote the implementation of the three-child fertility policy. Among them, in terms of reducing housing costs, the implementation opinions give 40,000 yuan of government subsidies to permanent families with Linze household registration who have given birth to two children and three children, and 30,000 yuan of government subsidies to purchase commercial housing in centralized residential areas such as Central Market Town, Tunquan Town and Danxia Yang Kang Village.
On February 7th, 65438, Hai 'an, Jiangsu Province issued a subsidy policy to benefit the people by purchasing houses, which mainly involved people who bought houses with talents and improved their living conditions. Among them, the preferential policies for families with two children and three children with permanent residence in Hai 'an are: families with two children and three children1under 8 years old (as of February 28, 2022), and families with two children are given 200 yuan and 400 yuan per square meter on the basis of market price.
