In order to conscientiously implement the 16th National Congress of the Communist Party of China and the Provincial No. In line with the spirit of the 11th Party Congress to further accelerate the development of underdeveloped areas in our province, the Provincial Party Committee and the Provincial Government decided to include the towns in the original "Hundred Townships Poverty Alleviation Plan" and the towns where the per capita net income of farmers in 2001 was lower than the national average. Included in the list of underdeveloped towns and villages, the “Underdeveloped Towns and Towns Striving for Well-off Prosperity Project” will be implemented. The relevant matters are hereby notified as follows:
1. Overall requirements, objectives and tasks
The overall requirements for the implementation of the "Underdeveloped Towns and Towns Striving for a Well-off Project" are: in accordance with the spirit of the 16th National Congress of the Communist Party of China and the Guided by the important thought of "Three Represents", focusing on enhancing farmers' ability to get rich and increasing their income, while relying on the masses' self-reliance and hard work, we will increase regional collaboration, paired assistance and government support to become bigger and stronger Characteristic and advantageous industries, expand the export of labor services and guide farmers to get out of poverty, improve production and living conditions and ecological environment, improve farmers' quality and rural civilization, and lay a solid foundation for underdeveloped towns to basically achieve the goal of moderate prosperity through five years of efforts.
Through the implementation of the "Underdeveloped Towns and Towns Striving for a Well-off Project", we strive to achieve the following goals:
(1) The annual growth rate of the per capita net income of farmers in underdeveloped towns and villages is higher than the provincial average . By 2007, the per capita net income of farmers in more than 80% of underdeveloped townships exceeded the national average for that year, and the proportion of people with an annual net income of less than 1,000 yuan to the population of their townships was less than 3%.
(2) New progress has been made in poverty alleviation work in the lower mountains. Farmers living in areas with harsh living conditions such as high mountains and deep mountains who voluntarily requested to come down from the mountains have basically been relocated; more than half of the labor force who have come down from the mountains have changed their jobs.
(3) Production and living conditions and ecological environment have been significantly improved. Administrative villages that are planned to be connected to roads will basically have access to roads; roads to towns and villages will be hardened; the penetration rate of safe and hygienic drinking water will be increased; children of poor families, mainly those included in the urban and rural minimum living security targets, will have nine-year compulsory education and high school education Free admission; basically eliminate environmental pollution.
2. Principles of Support
Local cities and counties are responsible for supporting underdeveloped towns, and the province will provide appropriate support based on circumstances. The support policies of the "Hundred Townships Poverty Alleviation Plan" determined by the original province will continue to remain unchanged; in addition, the province will add 115 underdeveloped towns with low per capita income of farmers and weak self-development capabilities (see Appendix 1 for the specific list). Policies provide support.
Reform the method of using support funds. From 2003, the provincial support funds mainly adopt the method of using awards instead of subsidies and implement project management. The specific methods will be formulated separately by the relevant provincial departments.
3. Enlarge and strengthen agricultural industries with distinctive advantages
Actively support farmers in underdeveloped towns and villages to develop the production of characteristic agricultural products in a market-oriented and adaptable manner to local conditions. In particular, we must give full play to the advantages of underdeveloped towns and villages, vigorously develop animal husbandry, accelerate the implementation of standardized agricultural production, and strive to expand the base scale of green agricultural products and the popularity of brand agricultural products. We will vigorously support leading agricultural enterprises and professional cooperative organizations, develop the agricultural product processing industry, and organize the sales of agricultural products. The Provincial Agricultural Bank of China must arrange a certain number of poverty alleviation loans every year based on the poverty alleviation loan indicators issued by the state to support the planting and breeding industry, labor-intensive enterprises, agricultural product processing enterprises, market circulation enterprises, and infrastructure construction projects that can increase the income of low-income poor people. . Other financial sectors must also work hard to increase credit support for underdeveloped towns and villages. Since 2003, the province has allocated a certain amount of new special funds to support 115 underdeveloped towns and villages in developing efficient agriculture.
4. Reducing and reducing agricultural taxes for low-income farmers
Starting from 2003, cities and counties must, in accordance with relevant regulations, compile and report reports on towns and villages where farmers’ income in 2001 was lower than the national average. The specific plan to reduce or reduce agricultural taxes for low-income farmers will be approved by the Provincial Department of Finance and issue special agricultural tax reduction targets; the resulting gap in township fiscal revenue will be provided with special transfer payments by the provincial finance department.
Farmers in underdeveloped towns and villages who do not meet the conditions for exemption or reduction still need to pay agricultural taxes in accordance with the law. This part of the tax is specially transferred and paid by the municipal and county finance to these towns and villages, and is used specifically to subsidize public welfare expenditures in poor villages. Specific measures for reducing or exempting agricultural taxes and fiscal transfer payments will be formulated separately by the Provincial Department of Finance.
5. Actively guide farmers to go downhill to get rid of poverty
On the premise of complying with the overall land use plan, rely on county towns, central towns, central villages and various industrial parks to establish downhill poverty alleviation communities. Actively guide farmers living in areas with poor living conditions such as high mountains and deep mountains to voluntarily go down the mountain to escape poverty. The province arranges a batch of construction land planning indicators every year, which are specially used for the construction of poverty alleviation communities in the lower mountains. The land used by farmers downhill to build housing is exempt from local water conservancy construction funds and provincial farmland reclamation fees. The farmland reclamation fees collected below the provincial level are 70% of the provincial minimum standard; if the land consolidation offset index is used, the cost recovery borne by them The standard shall not be higher than the local farmland reclamation fee collection standard. The urban construction supporting fees will be returned in full to be used for the construction of infrastructure and other supporting facilities in the Xiashan poverty alleviation community. Other administrative fees involved in poverty alleviation and housing construction in the lower mountains should also be reduced or exempted as much as possible. Since 2003, the province has allocated a certain amount of new special funds to support the construction of Xiaoshan poverty alleviation communities in 115 underdeveloped towns.
Through various channels, we strive to help farmers down the mountain solve production and living problems. The education department should include the children of farmers who go down the mountain into the enrollment scope of local schools and enjoy the same treatment as the children of local residents (villagers); the public security, health, family planning, civil affairs and other departments should go through relevant procedures for the farmers who go down the mountain in a timely manner, so that they can be in household registration, medical care, They enjoy equal treatment in family planning and military service.
6. Actively expand the export of labor services
Through regional cooperation, information guidance, matchmaking and other means, encourage and guide farmers in underdeveloped towns to go out for work and business and engage in secondary and tertiary industries. Focusing on the development of characteristic leading industries, we will strengthen the training of farmers in practical agricultural technologies and employment skills in the secondary and tertiary industries, so as to improve farmers' own quality and ability to get rich. Since 2003, the province has added new support funds to support 115 underdeveloped towns and villages in promoting agricultural science and technology and training farmers' employment skills.
All localities should actively organize various industrial and commercial enterprises to recruit rural labor in underdeveloped towns and villages in the province. Governments at all levels should provide policy support and rewards to enterprises that absorb a certain proportion of rural labor force from underdeveloped towns and villages in the province.
7. Strengthen the construction of infrastructure and ecological environment
Further increase support and strengthen the construction of transportation, water conservancy, electricity, communications and other infrastructure in underdeveloped towns. Accelerate the progress of rural road construction and gradually improve the road surface grade; strengthen farmland water conservancy infrastructure and improve drinking water conditions for humans and animals; vigorously support the construction and protection of ecological public welfare forests in underdeveloped towns.
8. Accelerate the development of rural social undertakings
Strengthen policy guidance and support, and strive to change the situation that underdeveloped towns and villages cannot enter and retain talents. Actively create conditions to eliminate dilapidated school buildings in underdeveloped towns and villages within a time limit and improve school running conditions. For children of poor families, mainly those who are included in the urban and rural minimum living allowances, nine-year compulsory education and high school education are free of charge, and tuition fees, miscellaneous fees and custody fees are exempted. Accelerate the development of cultural undertakings in underdeveloped towns and villages and improve the level of spiritual civilization in rural areas. To do a good job in all aspects of primary medical and health care in rural areas, health departments and medical institutions at all levels should actively provide technical guidance to underdeveloped township health centers and organize and carry out itinerant medical activities. Establish a system for teachers and medical workers from developed areas to work in underdeveloped areas, and provide intellectual support to underdeveloped areas through multiple channels and forms.
9. Increase regional collaboration and paired assistance
Organically combine the comprehensive advantages of developed regions with the use of natural resources and human resources in underdeveloped regions to further expand regional Collaborate to achieve complementary advantages. In particular, it is necessary to guide the transfer of labor-intensive industries from economically developed areas to underdeveloped areas, and the transfer of labor from underdeveloped areas to developed areas.
Continue to implement the paired assistance system for provincial agencies, provincial enterprises, economically strong counties (cities, districts), strong towns and underdeveloped townships (see Appendix 2 for specific arrangements).
Each pairing assistance unit should help underdeveloped towns and villages broaden their ideas of accelerating prosperity and becoming well-off, provide a certain amount of financial, talent, information and other support every year, do several practical things, and support the development of economic and social undertakings in underdeveloped towns and towns. It is encouraged to exchange cadres between economically strong counties (cities, districts) and strong towns and underdeveloped towns for paired assistance to strengthen economic and technical cooperation and achieve mutual benefit. The Provincial Poverty Alleviation Office should provide guidance, supervision and inspection of paired assistance work.
Establish a science and technology commissioner system to increase efforts in poverty alleviation through science and technology and the promotion of advanced practical technologies. Provincial agricultural scientific research units, colleges and universities, etc. must select scientific and technological personnel to serve as science and technology commissioners in the towns and villages of the original "Hundred Townships Poverty Alleviation Plan" to help introduce and transform applicable agricultural science and technology, and train farmers in scientific and technological knowledge. Relevant cities and counties must also establish corresponding systems.
10. Effectively strengthen leadership in the work of striving for a well-off society in underdeveloped towns and villages
Party committees and governments at all levels must implement the important thinking of the "Three Represents" and implement the "underdeveloped villages and towns." "Project for Developing Towns to Build a Moderately Prosperous Society" has been put on the important agenda and leadership has been effectively strengthened. Cities and counties should formulate corresponding support policies and increase support for underdeveloped towns and villages. The main responsible leaders of municipal and county party committees and governments should go to underdeveloped towns and villages every year to provide on-the-spot guidance and help solve practical difficulties. Party committees and governments of underdeveloped towns and villages must further carry forward the spirit of self-reliance and hard work, overcome the mentality of "waiting, relying, and wanting", set goals for poverty alleviation and prosperity every year, implement specific measures, organize and lead the broad masses of farmers to develop production, open up employment channels, and achieve Hard work leads to wealth. All paired assistance units should effectively enhance their sense of responsibility for assistance work, formulate and implement various assistance measures, and the main leaders should visit the paired underdeveloped towns more than once a year, and the leaders in charge should go to the paired underdeveloped towns more than twice a year to provide on-the-spot guidance and assistance, so as to ensure that Developed towns and villages will not be decoupled until they reach a moderately prosperous society. It is necessary to mobilize all sectors of society to do their best to actively support and help underdeveloped towns and villages develop various undertakings.
All localities should regard the development of underdeveloped towns and villages as an important part of the performance evaluation of the main leaders of the township party and government, and conduct strict assessments. Cadres with outstanding performance must be commended and rewarded; cadres who commit fraud and make exaggerated reports must be severely dealt with in accordance with relevant regulations.
