However, the money and grain transferred from the seven provinces had already been spent, so Cai Xiang called all the squires from all over the country and asked them to raise money. Cai Xiang's sincere heart in building bridges for the people touched Guanyin Bodhisattva in the South China Sea, and she came to Wan 'an to help her. Guanyin Bodhisattva saw that the ship full of gold and silver was enough to build a bridge, so she sent the gold and silver to the magistrate Cai Xiang. Before long, Luoyang Bridge, a huge project, was successfully completed.
