Recently, the State Forestry and Grassland Bureau issued the Measures for the Administration of National Reserve Forest Construction (Trial) (hereinafter referred to as the "Administrative Measures"). In order to do a good job in the implementation of the "management measures", the relevant contents are now explained as follows:
I. Background setting
Wood safety is an important strategic issue related to ecological civilization and socialist modernization. Since 20 12, in accordance with the decision-making arrangements of the CPC Central Committee and the State Council, the State Forestry and Grassland Bureau, together with relevant departments and units, has vigorously promoted the construction of national reserve forests and achieved remarkable results. However, due to various reasons, there has been no national normative management document. In order to further standardize management and promote the high-quality development of national reserve forest construction, the State Forestry and Grassland Bureau has formulated this management method according to the Forest Law of People's Republic of China (PRC), the Opinions of General Office of the State Council on Encouraging and Supporting Social Capital to Participate in Ecological Protection and Restoration, and the Guiding Opinions of General Office of the State Council on Scientific Greening.
Second, the main content
Chapter 31 of the Administrative Measures includes general provisions, planning and investment, organization and implementation, supervision and management, safeguard measures and supplementary provisions.
(1) General principles. The purpose, scope of application, basic principles, construction content and direction, management responsibility and implementation responsibility of the Management Measures are explained, and the overall requirements for the construction of national reserve forests are clarified, requiring all localities to establish a joint working mechanism; It is pointed out that the construction of national reserve forest is not allowed within the scope of national public welfare forest.
(2) Planning and investment. The Administrative Measures regulates the compilation of the national reserve forest construction plan (implementation plan), the demonstration of the construction plan, the declaration and release of the investment plan in the central budget, and financial loans. It is suggested that the investment proportion of afforestation activities and supporting diversified business activities should be scientifically determined in the process of national reserve forest construction. The investment in the central budget corresponding to the planned task can be used as the project capital; The national reserve forest construction plan should be reported to the provincial forestry and grass authorities for expert demonstration according to the procedure. The total investment is more than 2 billion yuan (including 2 billion yuan), which is outside the scope of the national reserve forest planning implementation plan, but needs to be carried out due to major national strategies. After the preliminary examination by the provincial forestry and grass authorities, the construction plan should be reported to the State Forestry and Grassland Administration for expert demonstration.
(3) Organizing the implementation. The "Management Measures" stipulates six aspects: the operation design of national reserve forest, the application of tree species and technology, the map, the intensive cultivation of artificial forest, the requirements for the cultivation of existing forest reform, and the tending of young and middle-aged forests. It is required to put all the intensive planting plots built by the national reserve forest and the existing plots of returning farmland to forests on the map.
(4) supervision and management. The "Management Measures" stipulates the statistical analysis, evaluation, application of achievements, project supervision and punishment of national reserve forest construction. Require the provincial forestry and grassland authorities to organize statistical analysis of the annual national reserve forest construction in their respective administrative areas every year, and report the statistical analysis results to the State Forestry and Grassland Administration before the end of March of the following year; Local forestry and grass-roots departments should unite with financial institutions and relevant departments to strengthen supervision of national reserve forest construction projects, ensure effective supervision of national reserve forest construction, and strengthen risk early warning and prevention.
⑤ Safeguards. The "Management Measures" stipulates the diversified financing, forest rights, utilization mechanism, file information management, publicity and training, supporting facilities, project adjustment, management institutions and other aspects of the construction of national reserve forests, which provides all-round support for the construction of national reserve forests. It is clearly put forward that the construction of national reserve forest can be combined with land greening, and all kinds of support funds can be used as a whole according to regulations; Encourage and support social capital to participate in the construction of national reserve forest; The main body of national reserve forest construction shall enjoy the right to use and manage forest land related to the construction of national reserve forest, as well as the right to own, manage and dispose of related trees.
(6) supplementary provisions. The management measures shall be interpreted in terms of ownership, local implementation rules and implementation date. It is proposed that local forestry and grass authorities at all levels can formulate corresponding measures or implementation rules according to these measures and actual conditions.
Third, implement the requirements.
Local forestry and grass authorities should attach great importance to the construction of national reserve forests and earnestly do a good job in the publicity, training and organization and implementation of the "Management Measures". It is necessary to further improve the institutional system, strengthen departmental coordination, strictly supervise and manage, strengthen policy guarantee, guard against financial risks, promote the high-quality development of national reserve forest construction, and make greater contributions to building beautiful China and a powerful socialist modernization country.
