(3) Migrant workers: provide the original and copy of the household registration book. If the household registration book does not reflect the "agricultural" households, it is also necessary to provide the farmer's identity certificate issued by the village Committee where the household registration is located;
(4) Demobilized veterans: provide the original and photocopy of demobilization certificate or demobilization certificate, and provide relevant valid identification if the certificate is lost;
2. Original and photocopy of business license;
3. A detailed social insurance payment bill issued by the social insurance premium collection agency for the entrepreneur himself in recent 1 month;
4. basic account or the applicant's personal bank account opened by small and micro enterprises or individual industrial and commercial households in the bank;
5. bareheaded photos of the applicant 1 inch (three photos);
I. Application conditions
1. The legal representative or operator of the start-up enterprise (female under 55 years old, male under 60 years old) meets one of the following conditions:
(1) Students from ordinary institutions of higher learning, secondary vocational schools and technical colleges (at school and within 5 years after graduation) and those who have returned from studying abroad within 5 years after graduation;
(2) Demobilized cadres and retired soldiers;
(3) registered unemployed people, people with employment difficulties and people out of poverty in this province;
(4) Returned entrepreneurs, including:
The first category: workers whose household registration places are Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan and Zhongshan, who leave the cities where they are registered to go out to study (referring to ordinary colleges, secondary vocational schools and technical colleges, the same below) and return to the towns under their original household registration after work (if there is no township in the administrative area, it can be adjusted appropriately) to start a business (subject to the address stated in the business license);
The second category: all kinds of workers who start businesses in towns and villages under the jurisdiction of cities outside the areas listed in the first item (excluding the establishment of individual industrial and commercial households) (the relevant cities can decide whether to exclude county towns, established towns and central towns according to the local economic development level and capital affordability);
The third category: the workers whose household registration is outside the city listed in the first item leave the city where the household registration is located to study and return to the city where the household registration is located to start a business after work;
(5) personnel who run post-road inns, homestays and farmhouses.
2. The start-up enterprise has been registered for 6 months, and the employees (excluding legal representatives or operators) have paid social insurance premiums normally for 3 consecutive months before applying for subsidies, and they have not been included in the "business exception list" by the market supervision department at the time of application.
The subsidy object shall apply to the human resources and social security department of the place of registration within 3 years from the date of registration of the relevant founder.
Second, the handling process
1. After the applicant has prepared all the materials, he should go to the service window of the organizer;
2 handling personnel to accept and review, according to the results of the audit to make a decision to handle or not to handle;
3. After the approval, the handling personnel will issue subsidies according to the regulations and put the data into storage;
4 training institutions to submit applications and related materials.

Article 15 The State shall implement a fiscal policy conducive to promoting employment, increase capital investment, improve the employment environment and expand employment.
The people's governments at or above the county level shall, according to the employment situation and employment objectives, arrange special funds for employment in the financial budget to promote employment.
Special employment funds are used for job introduction, vocational training, public welfare posts, vocational skill appraisal, subsidies for specific employment policies and social insurance, interest subsidies for small loan guarantee funds and low-profit projects, and support for public employment services. Measures for the administration of the use of special funds for employment shall be formulated by the financial department and the labor administrative department of the State Council.
