Article 2 Rental subsidy. Full-time general college graduates with a bachelor's degree or above who are employed in non-public enterprises or start their own businesses in the city and buy a house within the city for the first time within 5 years of graduation will be given a house purchase subsidy. Article 5: Applicants who meet both Articles 2 and 3 will receive a rental subsidy based on the principle of higher priority. If 2 or more people purchase the same apartment, only one person can enjoy the home purchase subsidy (except for couples who meet the conditions at the same time).

Article 13: Children of high-level talents who are rigidly introduced that year will have a chance to choose a public school (public kindergarten or inclusive private kindergarten) when they enter school.

For those who apply to attend kindergartens and compulsory education schools, the education administrative departments of each banner, county and district shall follow the principle of "relatively nearby enrollment" to choose a school (kindergarten) for enrollment or enrollment in the household registration or residence of the child and his or her legal guardian. Those who apply to attend ordinary high schools will choose high school schools based on their high school entrance examination scores.

For those who apply to transfer to another school (kindergarten), the education administrative departments at the city and county levels will coordinate and arrange for relevant schools and kindergartens to give priority to the transfer procedures according to their study intentions and available places.

The enrollment of children of other high-level talents who are particularly in short supply will be handled by the education administrative departments at the city and county levels, and will be resolved on a "one case, one discussion" basis.

Article 14: Enterprises approved by the Ministry of Human Resources and Social Security and the National Postdoctoral Management Committee to establish new postdoctoral research workstations will be given 100,000 yuan in reward support. Article 18 The identification and services of high-level talents introduced by enterprises, institutions and scientific research institutes based in Hunan by the central government and autonomous regions shall be implemented with reference to these measures.

Article 19 If the source of funds in this Measure has been clearly defined, it shall be implemented according to the original channel. If this Measure is inconsistent with the current policies of our city, it shall be implemented in accordance with the principle of "priority and non-duplication", and other policies and measures shall not be repeated. The required funds will be disbursed from the city's special talent fund.
