You can't change the license plate after the car is registered. Unless you can come again after transferring. However, the new license plate belongs to the car buyer. If you want to change the license plate, you must buy another car.

License plates will be subject to a limited "lifetime system", and applications must be made within 6 months after scrapping or 3 years after ownership. Within 6 months after the motor vehicle is scrapped, the owner of the motor vehicle can apply to continue to use the original license plate number or re-select a new license plate number when purchasing a new car for registration. If the owner of a motor vehicle fails to apply for the continued use of the license plate for more than 6 months, the vehicle management office will take back the license plate and re-enable it for other vehicles to choose openly. The owner of a motor vehicle must have owned the original motor vehicle for more than 3 years before applying.
