Forestry is an important public welfare undertaking and basic industry, an important content of improving ecological environment and building ecological civilization, and of great significance for vigorously developing low-carbon economy and ensuring national ecological security. First, afforestation has achieved remarkable results.

Second, the total amount of forest resources is not high. Because there are many barren hills and wasteland in our city and the site conditions are poor, the survival rate of afforestation is seriously affected. The forest coverage rate of our city is only 30.44%, which is far from Chengde's 46%. At the same time, the problems of uneven distribution, low quality and weak ecological function of forest resources also exist to varying degrees. Third, the industrialization level of forest fruit is low. In terms of area, our city is a big forest and fruit city in the province. However, compared with the positive development of other cities, the expansion of the base is slow, the processing capacity of superior grapes, apricots and other fruits is low, and the leading enterprises of forest and fruit still have problems such as small scale, scattered layout and weak driving force. Fourth, ecological and cultural construction is not paid enough attention. Our city has a profound ecological and cultural heritage and incomparable advantages over other cities. Due to insufficient understanding and attention, the construction scale is small and the effect is poor.

Therefore, we must fully understand the shortcomings in the work, correctly grasp the new situation and new tasks faced by forestry work, firmly develop the confidence of forestry, further innovate ideas and strengthen measures in accordance with the decision-making arrangements of the municipal party Committee and the municipal government, and promote the leap-forward development of forestry work in the city.

Six, clear objectives, to further accelerate the pace of modern forestry development.

"Developing modern forestry, building ecological civilization and promoting scientific development" is the general requirement of forestry work in the new period. At present and in the future, the thinking of forestry work in our city is to speed up ecological construction, promote industrial development, deepen forestry reform and maintain ecological security under the guidance of the spirit of the central and provincial forestry work conferences and with the creation of national forest cities as the starting point. Focus on one center, highlight three key points and do a good job in five tasks. That is, around the center of modern forestry construction, we should highlight three key points: urban and rural greening, grape industry upgrading and breakthrough of key projects, and do a good job in greening, industry, reform, management and protection and projects. It is the overall planning of urban and rural greening. With the goal of creating a national forest city, we will continue to work hard on forestry ecological construction. We will do a good job in the annual task of "1 12", that is, controlling the sandstorm source in Beijing and Tianjin 1 10,000 mu, returning farmland to forests and supporting afforestation in barren hills 1 10,000 mu, and replanting more than 2 million mu. Vigorously implement the greening of population gathering areas. All counties and districts should plan to build ecological conservation areas and build a number of forest parks with an area of 1000 mu or more. Continue to do a good job in the "three networks" greening project. With farmland forest network, urban and rural road network and water system green network as the link, the point, line and surface are promoted simultaneously, and the construction of 10,000 mu farmland forest network, thousand kilometers greening and five major water system greening projects are vigorously implemented to build a green forest network system with reasonable structure and complete functions. Based on key projects such as sandstorm source control in Beijing and Tianjin, the third phase of "greening and color enhancement", the construction project of ecological conservation area and the upstream control project of Qingshui River were organized and implemented. Every county should grasp 3,000-5,000 mu of high-quality afforestation projects 1-2 every year, build a batch of 10,000 mu of townships and 1,000 mu of villages, and drive the afforestation work to a higher level through typical demonstrations. Extensive voluntary tree planting activities for the whole people. The forest and fruit industries should be upgraded. With the goal of building a modern forestry industrial system, we will continue to promote the demonstration activities of "Forest Fruit Hundred Villages", make every effort to build five major industries, promote the upgrading of two major industries, focus on solving the problems of small-scale forest fruit enterprises and low-grade products, and cultivate a number of large leading enterprises to form industrial clusters. This year, we will focus on the implementation of the "1 145" project, that is, we will build grapes 1 10000 mu, and reform apricot to 100000 mu, cultivate 40 typical industries and support 50 processing enterprises. Pay attention to the grape industry. Through administrative promotion, policy support, scientific and technological support and other measures, we will conscientiously implement the "Grape Industry Plan -20 13" and do a good job in leading enterprise cultivation, improved seed breeding and large-scale base construction. Build a batch of 10,000 mu green grape demonstration bases and 1,000 mu grape theme parks, and cultivate a number of large-scale processing enterprises. In five years, the area of grape base will reach 6.5438+0 million mu, and the processing capacity will reach 280,000 tons this year. Continue to do a good job in apricot industry. We will continue to implement the "four major projects" of apricot flat anti-freezing flowers (apricot flat shelter forest construction, Li Bai fumigation warming, 100,000 mu grafting transformation, and 100 mu excellent ear garden), expand the planting area of high-quality anti-freezing apricot flat, and intensify the grafting transformation of apricot. Efforts will be made to build a high-quality apricot flat mother ear base and a green apricot flat production demonstration base in the hilly area of northwest Hebei Province, further consolidating the planting area of 2 million mu of apricot flat, and achieving an annual processing capacity of more than 1 10,000 tons. Deepen forestry reform. Further establish and improve rules and regulations, fundamentally solve the problems of unsatisfactory system, inflexible mechanism and low efficiency in forestry reform and development, continuously enhance the internal motivation and vitality of forestry development, and improve the quality and level of forestry development. Deepen the reform of collective forest right system. Further consolidate, deepen and improve the main reform, comprehensively sort out the main reform, strictly control the requirements of provincial and municipal forest reform programs, fill in the gaps, and make up lessons in an all-round way. On the premise of keeping the ownership of collective forest land unchanged, establish and improve an effective management system, implement the contracted management right of forest land and forest ownership to farmers of collective economic organizations through the household contract management mode, and establish farmers' main position as owners of contracted management right of forest land. We should conscientiously do a good job in clarifying property rights. For collective forest land with unclear property rights, it is necessary to speed up the work and ensure that it is completed before the end of the year. For forest land and trees with clear property rights, we should actively promote field demarcation and registration and certification, and strive to solve the problem of "mountain without license" among farmers after forest reform. Actively explore and promote supporting reforms. It is necessary to speed up the establishment and improvement of the forest right circulation market, establish a fully functional forest resource circulation service center, and build a service platform for efficient docking of forest resources and capital, a supporting platform for forestry industrialization and a comprehensive service platform for forest resource transformation. On the basis of Chicheng pilot project, counties should establish a service platform for forest right transfer to promote the development of forest reform. Conscientiously implement the opinions of the Municipal Party Committee and the Municipal Government on further deepening the reform of collective forest right system and the opinions of the financial department on the reform of service forest right, actively strengthen communication and cooperation with banks, financial institutions and guarantee institutions such as the People's Bank, Development Bank, Agricultural Development Bank, Agricultural Bank of China, rural credit cooperatives, Postal Savings Bank and insurance companies, formulate specific policies and measures for financial support for forestry, and fully promote the development of credit loans, mortgage loans, guaranteed loans and forest insurance. Establish and improve the socialized forestry service system. Accelerate the construction of a new forestry socialized service system that combines public welfare services with business services and coordinates professional services with comprehensive services, vigorously support farmers to develop forestry cooperative organizations such as forestry professional cooperatives, family cooperative forest farms, stock forest farms and professional associations, strive to improve the degree of forestry production organization, and implement financial subsidies, financial support, tax incentives and other support policies equivalent to agricultural professional cooperatives according to law. Actively guide and standardize the healthy development of intermediary service institutions such as forest resource asset evaluation, property right transaction, forest management plan preparation and forestry science and technology service. Start the reform of state-owned forest farms. In accordance with the deployment of the state and the provincial bureau, we will start the reform of state-owned forest farms in our city, focusing on solving the problems of unsatisfactory system, ineffective mechanism, inadequate policy support and insufficient development potential of state-owned forest farms. Solidly promote the renovation of dilapidated houses in state-owned forest farms and ensure that the renovation task is completed before the end of 20xx. Conscientiously do a good job in the planning and implementation of drinking water safety projects in state-owned forest farms, and gradually incorporate infrastructure construction such as transportation, water supply, power supply and communication in forest areas into the development plans of related industries according to law.

Resource protection and prevention and control. To further consolidate the achievements of forestry construction, we should focus on four aspects: strengthening the investigation and handling of forest-related cases. We will continue to carry out special campaigns to crack down on illegal and criminal acts that destroy forest resources and wildlife resources, and actively safeguard public security and stability in forest areas. Solidly promote the regularization of forest public security team and business, and improve the law enforcement level and ability of forest public security organs. Strengthen forest fire prevention. In accordance with the Regulations on Forest Fire Prevention, strengthen the responsibility system of local administrative heads, establish and improve the joint defense mechanism of forest fire prevention, formulate and improve emergency plans for forest fire prevention at all levels, and ensure that the victim rate of forest fire is controlled below 0.3‰. Strengthen the functions of forest fire prevention headquarters and fire prevention offices at all levels, do a good job in forest fire prevention propaganda, increase the organization and coordination of forest fire prevention and fighting, speed up the construction of fire prevention infrastructure such as communication, transportation, fire alarm monitoring, improve professional fire fighting teams at all levels, and ensure the realization of the "four guarantees" work objectives in the province. Strengthen the prevention and control of forest pests and diseases. Accelerate the construction of forest pest forecasting system, establish municipal monitoring and early warning centers, complete the construction of key and general county-level monitoring and early warning systems, and the construction of monitoring points in key townships (towns and forest farms). We will do a good job in monitoring, forecasting and controlling major forest pests such as Hyphantria cunea and Dendrolimus punctatus, and intensify the investigation and extermination of Dendroctonus valens to prevent the spread of forest pests. Strengthen the protection of wildlife and wetlands. Strengthen the protection of wildlife resources, maintain biodiversity, and start the city wildlife rescue center. Strengthen the construction of wetland reserves and desertification control, and maintain wetland ecosystems and desertification ecosystems. Plan the important wetlands above and below the dam, and declare them in the national Twelfth Five-Year Plan, and strive to declare a number of provincial and national wetland parks.
