3. Volume ratio procedure: the urban and rural planning department shall review the volume ratio of construction land;

4. Design review procedure: The Construction Committee is responsible for reviewing the design scheme;

5. Construction permit procedure: the competent construction department approves the construction plan and drawings;

6. Power grid planning procedures: the power company will plan and manage with the Ministry of Energy;

7. Application procedure for power consumption: apply to the energy supply department (such as the State Grid) and obtain an application for power access to the grid;

8. Bank loan procedures: submit bank loan materials after completing tax qualifications such as industrial and commercial business registration.

Information required for eight processes of photovoltaic approval:

1. Original and photocopy of the agent's ID card;

2. Original and photocopy of the real estate license;

3. For photovoltaic projects on the roof of public buildings, it is also necessary to provide the consent certificate of the property, the owners' committee or all owners in the same building, as well as the use or lease agreement of buildings and facilities;

4. For contract energy management projects, it is also necessary to provide the contract energy management cooperation agreement signed by the project owner and power users;

5. If it is an agent, the project owner is required to issue a power of attorney for grid connection of distributed power supply;

6. Copy of bank card;

7. Photos of power users' electricity meters and panoramic photos of photovoltaic installation.

To sum up, the Work Plan for the Construction of Photovoltaic Power Generation Projects requires standardized and orderly organization of project construction; Strictly implement the requirements of monitoring and early warning, and reasonably arrange the scale of newly approved (filed) projects according to the absorptive capacity of the power grid.

The state encourages and supports renewable energy to be connected to the grid for power generation.

The construction of renewable energy grid-connected power generation projects shall be subject to administrative licensing or filing in accordance with laws and regulations and the provisions of the State Council.

For the construction of renewable energy grid-connected power generation projects that should obtain administrative license, if many people apply for the same project license, the licensee shall be determined by bidding according to law.

Article 14

Power grid enterprises shall sign grid-connected agreements with renewable energy power generation enterprises that have obtained administrative licenses or filed in accordance with the law, fully purchase the on-grid power of renewable energy grid-connected power generation projects within their power grid coverage, and provide online services for renewable energy power generation.
