According to the notice of demonstration text issued by the Ministry of Land and Resources and the State Administration for Industry and Commerce on April 29, 2008 (Guo Tu Zi Fa [2008] No.86), the transfer price of the right to use state-owned construction land can be paid by installments through negotiation between both parties, and the number of installments to be paid by installments is also determined through consultation between both parties. However, it should be noted that "if the transfer price of the right to use state-owned construction land is paid in installments, the transferee agrees to pay interest to the transferor according to the loan interest rate announced by the People's Bank of China on the date of paying the first land transfer price."
Moreover, Article 11 stipulates: "After the transferee has paid off all the transfer price of the parcel in accordance with this contract, it shall apply for the transfer registration of the right to use state-owned construction land with this contract, the transfer price payment voucher and other relevant certification materials."
