Disabled adults who are unable to find employment (including: once employed, unable to work due to mental illness, unable to re-employment, unable to pay living allowance due to bankruptcy, restructuring or laid-off, unable to pay old-age insurance and receive unemployment insurance benefits), unable to form a family (male is 22 years old, female is over 20 years old and unmarried), have no minimum living guarantee (excluding temporary assistance) and rely on parents and family members will receive subsidies.
