Engineering construction projects that must be tendered should meet both the bidding scope and scale standards:

According to the "Tendering and Bidding Law" and the National Planning Commission's "Engineering Construction Project Tendering Scope and Scale" Standard Regulations" (State Planning Commission Order No. 3):

(1) Large-scale infrastructure, public utilities and other projects related to social public interests and public safety;

(3) The scope of investment projects using state-owned funds includes:

(4) The scope of state financing projects includes:
