Promote infrastructure construction and coordinated regional development. Important progress has been made in the coordinated development of the Beijing-Tianjin-Hebei region and the construction of the Yangtze River Economic Belt. The mileage of newly built railways put into operation is 8,427 kilometers, and the mileage of high-speed railways in operation reaches 16,000 kilometers, accounting for more than 60% of the world's total. Strengthen employment and social security. The basic pension insurance system for urban and rural residents has been unified, and the basic pension level for enterprise retirees has been increased by 10%. Difficulties and challenges

The prices of industrial products continue to fall, and the cost of production factors rises. Small and micro enterprises have prominent problems of difficulty in financing and expensive financing, and some enterprises have difficulties in production and operation.
The economic development model is relatively extensive, the innovation capability is insufficient, the problem of overcapacity is prominent, and the agricultural foundation is weak.
There are still many dissatisfactions among the people regarding medical care, elderly care, housing, transportation, education, income distribution, food safety, and social security. In some places, environmental pollution is serious, and major safety accidents occur from time to time.
A small number of government agency staff act indiscriminately, and some corruption problems are shocking. Some are officials who do nothing, do not pursue their duties in their positions, and do not do what they should do.
2. Overall work plan for 2015

The main expected goals for economic and social development this year are: GDP growth of about 7%, consumer price increase of about 3%, more than 10 million new urban jobs, registered urban unemployment rate within 4.5%, import and export The growth rate is about 6, the international balance of payments is basically balanced, and residents’ income growth is in sync with economic development. Energy consumption intensity dropped by more than 3.1, and emissions of major pollutants continued to decrease.
Stabilize and improve macroeconomic policies.
The proactive fiscal policy must be intensified to increase efficiency. This year's fiscal deficit is planned to be 1.62 trillion yuan, an increase of 270 billion yuan over last year, and the deficit ratio will increase from 2.1 last year to 2.3. Among them, the central fiscal deficit was 1.12 trillion yuan, an increase of 170 billion yuan; the local fiscal deficit was 500 billion yuan, an increase of 100 billion yuan.

This year, we will cancel and decentralize a number of administrative approval items, cancel all non-administrative approvals, and establish a management system to standardize administrative approvals. Promote new progress in the reform of the fiscal and taxation systems.
Implement a comprehensive, standardized, open and transparent budget management system. In addition to legally confidential information, the budget and final accounts of all central and local departments must be made public and fully subject to social supervision.
Maintain the RMB exchange rate at a reasonable and balanced level and enhance the flexibility of the two-way floating of the RMB exchange rate. Steadily realize the convertibility of RMB capital account, expand the international use of RMB, accelerate the construction of RMB cross-border payment system, and improve the RMB global clearing service system.
