It should be noted that in a natural year, workers' families have a variety of housing consumption behaviors, such as buying, building, decorating, overhauling their own houses and repaying the principal and interest of home loans. They can only choose a house for one of the housing consumption behaviors and apply for a housing accumulation fund once.
First, the purchase extraction
Workers who do not use housing provident fund loans can withdraw housing provident fund to pay the down payment for house purchase.
1. Commercial housing
Application materials: extract the applicant's ID card and joint housing provident fund card (employees without joint housing provident fund card should provide the Chengdu Housing Provident Fund Extraction Certificate signed by their unit in duplicate, as well as the original savings account, marriage certificate (used when extracting spouse's housing provident fund), registered commercial housing sales contract and purchase receipt.
Application time: the filing time of the commercial housing sales contract is before May 4, 20 15, and the application time is within 2 months from the date of filing and registration 12. 20 15 New commercial housing purchased after May 4th can apply for withdrawal of housing accumulation fund to pay the down payment. The withdrawal period is not limited, but only one withdrawal application can be made.
Withdrawal amount: the withdrawal amount shall not exceed the paid amount, and shall not exceed the account balance of the applicant and spouse in the last month at the time of application.
Example: Mr. Chen bought a house with a loan of 1 10,000 yuan from a commercial bank, with a down payment of 500,000 yuan. Then he can go to the housing provident fund center to apply for the withdrawal of housing provident fund, and the withdrawal amount is less than or equal to 500,000 yuan.
2. Re-trading housing (second-hand housing)
Application materials: house ownership certificate, transaction fee invoice, deed tax payment certificate, ID card after transfer (if there are spouses, parents or children in the house, corresponding kinship certificate should be provided).
Application time: Apply within 12 months after receiving the property ownership certificate of the transferred house.
Note: If the purchased and re-traded house has been withdrawn within 6 months before the application for withdrawal is made, or if the owner of the house or the owner of the house has a non-employee spouse, parents or children, the application shall be made within 6 months 12 months from the date of obtaining the house ownership certificate.
3. Preventive measures
If the purchased house is outside the administrative area of Chengdu, in addition to the identity certificate and marriage certificate, the property right certificate of the purchased commercial house (if the property right certificate is not obtained, the commercial house sales contract shall be provided) and the purchase invoice shall be submitted. If the house has been mortgaged to a mortgage bank to apply for a mortgage loan, a mortgage loan issuance certificate issued by the loan bank shall also be provided.
Second, owing on the loan extraction
Application materials: extraction of the applicant's ID card, joint housing provident fund card (employees without joint housing provident fund card should provide the Chengdu housing provident fund extraction certificate signed by their unit and their savings account in duplicate), marriage certificate (used when extracting spouse's housing provident fund), commercial housing sales contract, housing mortgage (loan) contract, housing mortgage contract and loan repayment details issued by the bank. If part or all of the housing loan is repaid in advance, a certificate of settlement of current repayment issued by the loan issuing bank shall also be provided.
Application time: When applying for withdrawal of housing provident fund to repay the principal and interest of housing loans, you should apply for withdrawal in the corresponding month or the next month of the year after obtaining housing loans, and the interval between each withdrawal application should be more than 12 months (inclusive). During the period, if the employee settles the principal and interest of the house purchase loan in advance, he can apply for a one-time withdrawal after the loan is settled.
Withdrawal amount: the withdrawal amount shall not exceed the balance of the applicant's and spouse's housing provident fund account in the last month at the time of application, the first repayment amount shall not exceed the loan principal and interest repaid at the time of application, and the subsequent repayment amount shall not exceed the loan principal and interest repaid within 12 months at the time of application. If the house purchase loan is settled in advance, it shall not exceed the settled loan principal and interest.
Example: Mr. Chen buys a house with a monthly payment of 6.5438+0 million yuan and a monthly payment of 5,000 yuan. Then, if the balance of his housing provident fund account is sufficient, he can withdraw up to 60 thousand yuan for monthly payment every year. If Mr. Chen repays 40,000 yuan in advance and the balance of the housing provident fund account is sufficient, then he can withdraw 65,438+10,000 yuan.
Third, rent extraction.
Application conditions: The applicant and his/her spouse have no self-owned housing in the administrative area of Chengdu, have paid the housing accumulation fund in full for 3 months continuously, and rent public rental housing or commercial housing in the administrative area of Chengdu.
Application materials: extract the original ID card of the applicant and the joint card of the housing provident fund. Employees who have no joint housing provident fund card shall provide the Chengdu housing provident fund extraction certificate signed by their unit in duplicate and the original savings account, marriage certificate and spouse ID card (if the employee is unmarried, a single statement shall be issued).
Application time: employees can apply for extracting commercial housing or public rental housing twice a year. Workers renting commercial housing are provided by the unit, and the extraction business is handled by the unit.
Withdrawal amount: if the company rents the house, it will be fully withdrawn according to the actual rental expenditure. Leased commercial housing: no more than the paid housing rent. The calculation method of the paid housing rent for leased commercial housing is: the monthly rental amount for housing lease filing × the rental time at the time of application; Not more than 50% of the employee's annual housing provident fund deposit; Do not exceed the withdrawal limit.
Withdrawal limit: If the leased house is located in Jinjiang District, Qingyang District, jinniu district, Wuhou District, chenghua district and Chengdu High-tech Zone, the annual cumulative withdrawal amount shall not exceed 1.5 million; If the leased house is located in Tianfu New District, qingbaijiang district, Xindu District, Wenjiang District, Longquanyi District, Shuangliu District, Pixian County and Xinjin County, the annual cumulative withdrawal amount shall not exceed 6,543,800+0.2 million; If the rented house is located in Dujiangyan City, Pengzhou City, Qionglai City, chongzhou city City, Jintang County, Dayi County and Pujiang County, the annual cumulative withdrawal amount shall not exceed 9,600 yuan.
