Article 10 stipulates:
The seat of the people's government of a municipality directly under the Central Government and a province or autonomous region Cities and other cities divided into districts (prefectures, prefectures, and leagues) shall establish a housing provident fund management committee as the decision-making body for housing provident fund management.
