Legal analysis: the prosecution period for the crime of illegally issuing loans is fifteen years. If a people's procuratorate, a public security organ or a state security organ files a case for investigation or a people's court accepts a case and evades investigation or trial, it is not limited by the time limit for prosecution. If the victim files a complaint within the time limit for prosecution, the people's court, the people's procuratorate or the public security organ shall file a case but not file it, and it is not limited by the time limit for prosecution.

Legal basis: Article 186 of the Criminal Law of People's Republic of China (PRC), if a bank or other financial institution and its staff issue loans in violation of state regulations and are suspected of any of the following circumstances, they shall file a case for prosecution:

(a) illegal loans, the amount of more than one million yuan;

(two) illegal loans, resulting in direct economic losses of more than two hundred thousand yuan.
