According to the report, a few days ago, Ministry of Human Resources and Social Security, the Ministry of Housing and Urban-Rural Development, the Ministry of Communications, the Ministry of Water Resources and the People's Bank of China issued the Opinions on Further Improving the Wage Guarantee System for Migrant Workers in Engineering Construction. The "Opinions" stipulate that the wage deposit shall be paid according to a certain proportion of the contract cost of the construction project, in principle, not less than 0.5% of the cost of 65438+ and not more than 3%.

The "Opinions" stipulate that within the territorial jurisdiction (city with districts) where the same salary is paid, the upper limit of the payment amount shall not exceed 5 million yuan in principle, but if there is arrears of wages within two years before the payment, the proportion of wages paid shall be appropriately increased, with an increase of not less than 50%; If the unpaid wages are listed in the blacklist of dishonesty, the increase shall not be less than 100%, and the increased deposit amount shall not be limited by the upper limit of the deposit amount.

The wage guarantee system requires enterprises to pay a certain proportion of money as a guarantee for the wages of migrant workers, and enterprises pay the guarantee to social security or labor management departments. If the enterprise violates the regulations, the labor management department can pay the deposit to the migrant workers to safeguard their rights and interests.
