As of 2012, Yan'an had created 76,000 new urban jobs in five years, and 29,000 laid-off and unemployed people had been re-employed, dynamically eliminating zero-employment households. All 13 counties and districts were listed as national pilot counties for new rural insurance, realizing the integration of the pension insurance system for urban and rural residents and the municipal coordination of medical insurance for urban employees.
