6. The borrower and * * * the same applicant have no record of withdrawing provident fund in cash within 6 months (excluding entrusted loan repayment);
7. The borrower and the applicant agree to provide the loan guarantee method approved by the Center;
8. The borrower and the applicant have no outstanding debts;
9. The development enterprise of the real estate purchased by the borrower has signed a guarantee agreement with the center;
10. The borrower and the applicant meet other conditions stipulated by the state and the housing provident fund management committee.
The loan elements should be provided:
1. Applicant's and * * * applicant's ID cards are in 3 originals and 3 copies (copied on both sides of A4 paper, the same below).
2 original and two copies of the household registration book. Home page, borrower page and * * * same applicant page (including spouse)
3. Two originals of marriage certificate (single person shall provide 1 original marriage information certificate and 1 marriage information certificate issued by the civil affairs department where the household registration is located, and the validity period is 1 month).
4. Joint housing provident fund card.
5. Two originals of the commercial housing sales contract (if there is no house notice registration certificate, three originals of the commercial housing sales contract are required).
6. 1 commercial house sales (pre-sale) license.
7. 1 new building number approval form.
8. The original and two copies of the house advance notice registration certificate (if there is no house advance notice registration certificate, the original 1 copy of the Application for Registration of Commercial Housing Pre-sale and Mortgage Advance Notice and the original 1 copy of the power of attorney provided by the development company shall be provided).
9. Original and photocopy of the unified invoice for real estate sales 1 copy.
10. Original and photocopy of tax return for commodity real estate transactions of natural persons in Liaoning Province 1 copy.

Article 394
In order to ensure the performance of the debt, if the debtor or a third party mortgages the property to the creditor without transferring the possession of the property, if the debtor fails to perform the due debt or realize the mortgage according to the agreement of the parties, the creditor has the right to be compensated in priority for the property.
The debtor or the third party specified in the preceding paragraph is the mortgagor, the creditor is the mortgagee, and the property that provides guarantee is the mortgaged property.
Article 395 The following property that the debtor or a third party has the right to dispose of may be mortgaged:
(a) buildings and other land attachments;
(2) The right to use construction land;
(3) the right to use the sea area;
(4) Production equipment, raw materials, semi-finished products and products;
(5) Buildings, ships and aircraft under construction;
(6) means of transportation;
(seven) other property not prohibited by laws and administrative regulations.
The mortgagor may mortgage the property listed in the preceding paragraph together.
