The "four powers" means to deepen the reform of the cadre personnel system, establish and implement a democratic operation mechanism in the cadre work, so that cadres and the masses inside and outside the party can actively participate in the selection and appointment of cadres under the leadership, organization and support of the party, fully enjoy and exercise the right to know, participate, choose and supervise, and continuously improve the level of democratization of cadre work and the quality of selecting and employing people.
