Forty-third motor vehicle owners can randomly select the motor vehicle number plate by computer or arrange and determine the motor vehicle number plate by themselves according to the number selection rules.

The traffic administrative department of the public security organ shall use the unified motor vehicle license plate selection system to issue license plates, and the license plate numbers shall be issued to the public.

Article 47 The owner of a motor vehicle shall submit the following certificates and vouchers when applying for a temporary driving license plate:

(a) the identity certificate of the owner of the motor vehicle;

(two) motor vehicle traffic accident liability compulsory insurance certificate;

(three) in the case of the first and fifth provisions of article forty-sixth, it shall also submit the complete vehicle certificate or import certificate of the imported motor vehicle;

(four) in the case of the second paragraph of article forty-sixth, it shall also submit the certificate of origin of the motor vehicle, as well as the certificate of factory qualification of the whole motor vehicle or the import certificate of the imported motor vehicle;

(five) in the case of the third paragraph of article forty-sixth, it shall also submit the safety technical inspection certificate and the motor vehicle export certificate issued by the motor vehicle manufacturing enterprise;

The vehicle management office shall, within one day from the date of acceptance, examine and submit certificates and vouchers and issue a temporary driving license plate with a validity period of not more than 30 days under the circumstances specified in Item 1, Item 2 and Item 3 of Article 46. Temporary driving license with a validity period of no more than six months shall be issued under the circumstances specified in Item 4 of Article 46. Under the circumstances specified in item 5 of article 46, a temporary driving license with a validity period of no more than 90 days shall be issued.

If the license plate cannot be issued within the prescribed time limit due to reasons such as license plate making, the vehicle management office shall issue a temporary driving license plate with a validity period of not more than fifteen days.

Under the circumstances specified in Item 1 and Item 2 of Article 46, if the owner of a motor vehicle needs to apply for a temporary driver's license for many times, the vehicle management office shall issue a temporary driver's license for no more than three times. The validity period of temporary driving license shall not exceed the validity period of compulsory motor vehicle traffic accident liability insurance.
