Prisoners can get loans after they get out of prison. Even if they are deprived of their political rights during their imprisonment and regain their political rights after their release, their political rights in society will not be affected. Borrowing money from banks is one of the civil rights.

Can prisoners use mobile phones?

Prisoners are not allowed to use mobile phones. Illegal use of mobile phones in prisons may lead to violence and chaos, or even serious cases, and organized criminal gangs may engage in criminal activities unscrupulously. According to the relevant regulations, criminals should be strictly inspected when they are in prison. Non-necessities of life shall be kept by the prison or returned to the family members with the consent of the criminals, and contraband shall be confiscated.

Legal basis: Article 11 of the Interim Measures for the Administration of Personal Loans.

Personal loan application shall meet the following conditions:

(1) The borrower is a People's Republic of China (PRC) citizen with full capacity for civil conduct or an overseas natural person who meets the relevant provisions of the state;

(2) The purpose of the loan is clear and legal;

(3) The amount, duration and currency of the loan application are reasonable;

(4) The borrower has the willingness and ability to repay;

(5) The borrower's credit status is good and there is no significant bad credit record;

(6) Other conditions required by the lender.
