If someone else refuses to pay back money, it is recommended to communicate with the other party. If the other party has shown clear signs of not paying back the money, you can collect evidence and use litigation to recover the debt.
If you encounter someone who does not pay back money, you should promptly file a lawsuit with the court.
Failure to repay money owed is a civil dispute over borrowing money, which falls under the jurisdiction of the court, not the jurisdiction of the public security organs.
If the other party fails to pay back the money, there are two ways to seek relief from the court:
1. File a lawsuit and file a complaint in court;
2. You can also apply to the court for a payment order to safeguard your rights. Applying for a payment order is called a supervision procedure in litigation, and it applies to monetary debts and securities debts. The creditor-debt relationship between the parties should be clear, and the creditor has relatively sufficient evidence, such as IOUs, IOUs, etc. Moreover, one party simply enjoys rights, and the other party simply bears obligations. The two parties do not have claims or debts on each other. If someone else fails to pay back the money they owe, you can sue in the court where the other party has their registered permanent residence or habitual residence. A lawsuit must meet the following conditions: the plaintiff is a citizen, legal person or other organization that has a direct interest in the case; there is a clear defendant; there are specific litigation claims, facts and reasons; it falls within the scope of the people's court to accept civil litigation and the people's court that is the subject of the lawsuit jurisdiction.
If someone else owes you money, you can choose to go through legal procedures, that is, file a lawsuit to resolve it. If after the judgment or mediation letter is issued, the other party does not pay the debt in accordance with the judgment or mediation letter, it can apply for compulsory execution."
