People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions and institutions directly under the State Council:

Broadband network is a national strategic public infrastructure. Building a high-speed, smooth, high-quality and low-cost broadband network infrastructure and service system covering urban and rural areas is conducive to expanding information consumption, stimulating effective investment, promoting the simultaneous development of new industrialization, informationization, urbanization and agricultural modernization, and reducing the cost of starting a business, thus creating mass entrepreneurship and innovation, and increasing public goods and services. In recent years, with the implementation and continuous promotion of the "Broadband China" strategy, China's broadband development level has been significantly improved, but there is still a big gap between the people's needs and users' expectations. Compared with the international advanced level, the network speed is still low, the per capita network fee expenditure accounts for a high proportion of income, the urban and rural regional development is unbalanced, and the service quality needs to be improved. The Central Committee of the Communist Party of China and the State Council attach great importance to this, and demand to speed up the construction of broadband network infrastructure, further speed up the fee reduction and improve the service level. With the consent of the State Council, we hereby put forward the following opinions on relevant work:

First, speed up infrastructure construction and greatly increase the network speed.

(1) Accelerate the construction of high-speed broadband networks. Accelerate the construction of all-fiber network cities and fourth-generation mobile communication (4G) networks. The investment in network construction in 20 15 years exceeds 430 billion yuan, and the accumulated investment in 20 16-20 17 years is not less than 700 billion yuan. Promote the process of fiber to the home. In 20 15, 45,000 copper cable access communities completed the fiber-to-the-home transformation, and more than 80 million new fiber-to-the-home households were added. We will improve universal telecommunications services, implement broadband rural projects, and increase the construction of broadband networks in rural areas and central and western regions. In 20 15 years, 14000 administrative villages will be connected with broadband, and 10000 administrative villages will be built with optical fiber, thus narrowing the "digital divide". Expand the coverage of mobile communication, encourage mobile users to migrate to 4G, and improve the mobile broadband rate.

By the end of 20 15, more than 80% of households in urban areas with districts and some cities without districts have 100Mbps (megabits per second) optical fiber access capability, and more than 50% of urban areas with districts and cities have achieved full coverage of optical fiber networks; The average access rate of broadband users in major cities such as municipalities directly under the central government and provincial capitals reaches 20Mbps, while the average access rate of broadband users in other cities with districts and cities without districts reaches 10Mbps. Encourage qualified areas to promote high-bandwidth access services such as 50Mbps and 100Mbps. More than 95% administrative villages have fixed or mobile broadband. More than 6.5438+0.3 million 4G base stations have been built, achieving deep network coverage in areas above towns and villages, with more than 300 million 4G users.

By the end of 20 17, all households in cities with districts and most cities without districts in China had 100Mbps optical fiber access capability, and the average access rate of broadband users in major cities such as municipalities directly under the central government and provincial capitals exceeded 30Mbps, basically reaching the average level of developed countries in 20 15 years, while the average access rate of broadband users in other cities with districts and cities without districts reached more than 20 Mbps. 4G network covers urban and rural areas in an all-round way, and the penetration rate of mobile broadband population is close to the level of moderately developed countries.

(two) to improve the backbone network capacity and interoperability between networks. Properly promote the construction of high-speed and large-capacity optical communication transmission systems and continuously increase the capacity of backbone transmission networks. Optimize the backbone network structure of the Internet, greatly increase the interconnection bandwidth between networks, and increase the capacity of 600Gbps (gigabits per second) in 20 15 years. Increase investment in the central budget, speed up the bandwidth expansion of international Internet entrances and exits, and comprehensively improve the international Internet bandwidth and traffic transmission capacity.

(3) Strengthen the construction of application infrastructure. Accelerate the evolution of content distribution network to large capacity, wide coverage and intelligence, and continuously enhance the capacity of network traffic carrying and distribution. Increase support to promote the evolution and upgrading of the next generation Internet. Improve the service capacity of the website, increase the bandwidth allocation of major business applications, realize high-speed access to Internet resources and efficient diversion of network traffic, promote the coordinated development of application infrastructure and backbone networks, and continuously improve users' online experience.

(4) Further promoting the construction and enjoyment of telecommunication infrastructure. Innovate the management mode of telecom infrastructure construction, speed up centralized and unified construction and professional operation, fully guarantee the progress of 4G network construction, promote the integration and sharing of telecom infrastructure resources such as iron towers, improve efficiency and effectiveness, and avoid redundant construction. Comprehensively promote the "triple play" and expand the implementation scope to the whole country before the end of 20 15.

Second, effectively reduce network tariffs and continuously improve service levels.

(5) Promote telecom enterprises to reduce network fees. Telecom enterprises should improve their service capabilities and take various measures to achieve a reasonable decline in network tariffs. Encourage telecom enterprises to actively assume social responsibilities, carry out free broadband speed-up and price reduction activities in cities with obviously high network fees, increase the access rate of copper users below 4Mbps with network conditions to 4 Mbps-8 Mbps for free, and reduce the cost of 100 Mbps optical fiber access, which will benefit the people more. Guide and promote telecom enterprises to reduce the level of traffic tariffs and improve the cost performance through targeted traffic concessions and free traffic gifts. Encourage telecom enterprises to launch services such as unclear traffic, traffic transfer and package matching, and guide telecom enterprises to improve traffic reminder services so that users can use them with peace of mind and benefits. Encourage telecom enterprises to release network speed-up and fee reduction plans to the society and further improve specific measures.

(6) Improve the operational efficiency of telecom enterprises. Establish and improve the cooperation and fair competition mechanism between telecom enterprises and internet enterprises, radio and television enterprises, information content providers and other market entities, promote professional division of labor and cooperation, and explore a mutually beneficial and win-win development model of the industrial chain. Promote telecom enterprises to intensify management mechanism innovation, deepen reform, strengthen management, accelerate transformation, enhance vitality, seize development opportunities such as "internet plus", cloud computing, Internet of Things and big data, actively carry out technological innovation, product innovation and business model innovation, enrich business varieties, improve service quality, and accelerate the cultivation of new profit growth points.

(7) Open the telecommunications market in an orderly manner. Give full play to the innovation vitality of private capital, promote the formation of a market structure in which multiple subjects compete with each other, complement each other's advantages and develop together, and continuously promote the improvement of broadband service quality and the reduction of tariff level through orderly competition. Before the end of 20 15, there were more than 100 pilot enterprises for broadband access services, which led to private capital investment exceeding 100 billion yuan, and the number of pilot cities increased from 16 to more than 30. In 20 17, the scope of pilot cities was expanded to all regions of the country. Continue to promote the pilot opening of mobile communication resale business, and achieve full opening in 20 16 years. Give full play to the role of communication network and cable TV network information infrastructure, accelerate the integration of national cable TV networks, promote the equal interconnection of basic information networks, improve network capabilities as soon as possible, and provide consumers with high-speed and high-quality services.

(eight) to strengthen the supervision of the telecommunications market. Strengthen the construction of telecom supervision team and further maintain the competitive order in the broadband market. Strengthen the supervision of tariff behavior and broadband access services, and severely crack down on illegal behaviors that harm consumers' legitimate rights and interests, such as illegal prices, false propaganda, illegal websites and applications stealing user traffic, and standardize market order. Strengthen the supervision of communication quality of Internet backbone network to ensure smooth interconnection between networks. Strengthen the protection of network data and user information and accelerate the construction of supporting projects for network information security. Accelerate the construction of technical means such as monitoring and disposal of mobile Internet Trojans, zombie viruses and malicious programs, establish and improve the security management mechanism of mobile Internet applications, and create a safe and reliable network operating environment.

(9) Improve the level of public services. Further promote the implementation of projects such as information benefiting the people, establish a public information service platform, promote the enjoyment of high-quality resources in education and medical care, popularize the application of residents' health cards, speed up employment and other information to achieve national networking, give full play to broadband networks to speed up and reduce fees, improve public services and expand mutual promotion of applications, and promote the development of network construction.

Third, improve supporting policies and strengthen organization and implementation.

(10) Promote decentralization. All relevant departments should strengthen the supervision and inspection of relevant administrative licensing matters and non-administrative licensing matters that have been cancelled or decentralized to ensure that they are put in place. It is necessary to further improve the administrative examination and approval work, simplify the requirements of application materials, and strive to create convenient conditions for the business activities of enterprises. It is necessary to adhere to the combination of release and management, strengthen supervision after the event, actively promote e-government and open government affairs, speed up online application, acceptance, review, circulation and publicity of examination and approval results, strive to improve work efficiency, continuously improve service capacity and management level, effectively reduce the burden on enterprises and fully stimulate market vitality.

(eleven) improve the supporting policies. Ministry of Industry and Information Technology, Development and Reform Commission and Ministry of Finance. We should speed up the improvement of the compensation mechanism for universal telecom services focusing on broadband and accelerate the construction of rural broadband infrastructure. Combined with the overall use of radio frequency occupation fees, we will give play to the guiding role of central financial funds, continue to support the construction and operation and maintenance of broadband networks in rural and remote areas, and promote universal telecommunications services. Support the upgrading of broadband infrastructure in weak areas by using the investment in the central budget and combining national strategies such as new urbanization, "Belt and Road" and the Yangtze River Economic Belt. The financial sector should increase financing support and provide effective loan support for major project investment. SASAC should consider the positioning of broadband network as a strategic public infrastructure as a whole, and optimize and improve the performance evaluation system of basic telecommunications enterprises. Environmental protection departments should further optimize the environmental supervision mechanism of communication base stations and speed up the progress of environmental assessment. All localities should give support to basic telecommunications enterprises in financing, electricity consumption, site selection, land acquisition and community access, and strengthen the evaluation of policy implementation. Encourage qualified places to give appropriate subsidies to Zhongchuang Space Broadband Network.

(12) Improve broadband network standards. The Ministry of Industry and Information Technology should pay close attention to improving network speed monitoring standards and telecommunications service quality standards, do a good job in organization and implementation, speed up the construction of "Broadband China" map and network speed monitoring platform, release authoritative information on broadband speed of various localities and enterprises, promote orderly competition among enterprises, and accept user supervision. The Ministry of Housing and Urban-Rural Development and the Ministry of Industry and Information Technology should strengthen the organization, implementation, supervision and inspection of FTTH national standards to ensure that they are put in place.

(thirteen) to ensure the construction of broadband network. All localities should simultaneously arrange the construction of broadband network facilities such as communication cables, pipelines, base stations and computer rooms in comprehensive and special plans such as economic and social development planning, urban and rural planning, overall land use planning and urban underground common ditch construction planning. Municipal facilities and government agencies, enterprises and institutions, public institutions and other public facilities should be open to broadband network facilities, and provide convenient access to ensure fair access. It is forbidden to collect unreasonable fees such as entrance fees, coordination fees and apportionment fees under various pretexts. Actively explore and promote local laws and regulations, further clarify the strategic public infrastructure attributes of broadband networks, and effectively guarantee the right of way for broadband network infrastructure construction.

(fourteen) standardize the communication construction behavior. All localities should further improve the working mechanism of planning, construction, acceptance and filing of fiber-to-the-home communication facilities in new residential quarters and residential buildings, strictly implement the national standards and norms of fiber-to-the-home communication, and implement the construction of supporting facilities such as communication pipelines within the red line of residential quarters. Support the fiber-optic transformation of existing residential quarters, prohibit any institution or individual from obstructing the construction of communication facilities or charging unreasonable fees for no reason, and effectively protect users' fair choice. If broadband network facilities are relocated or damaged due to land acquisition, demolition and urban and rural construction, compensation shall be made in strict accordance with relevant standards.

All regions and relevant departments should fully understand the great significance of speeding up broadband network fee reduction, unify their thoughts and actions with the decision-making and deployment of the CPC Central Committee and the State Council, strengthen organizational leadership, clarify work responsibilities, and conscientiously implement various tasks and measures in accordance with the requirements of this opinion. Give full play to the role of the inter-ministerial coordination group to implement the "Broadband China" strategy. All relevant departments should strengthen coordination and cooperation in accordance with the division of responsibilities, form a joint effort, and actively formulate and implement support policies in finance, taxation, land, construction, environmental assessment and enterprise performance appraisal. The Ministry of Industry and Information Technology should strengthen coordination with relevant departments, do a good job in overall promotion, supervision and inspection, announce the national and regional implementation to the public every year, accept social supervision, and report major situations to the State Council in a timely manner.
