The Reply of the People's Bank of China on Whether the Lender Requires the Borrower to Submit the Repayment Plan to Change the Guarantor's Responsibility (Yintiao Law [1998] No.68) interprets the aforementioned Article 12 of the General Principles of Loans as "the Borrower fails to repay the principal and interest on schedule after the loan expires, and its loan is overdue, so the Lender can no longer issue the loan".
