What policies has the state introduced to solve the problem of rural loans?
The shortage of rural funds and the difficulty of farmers' loans are one of the outstanding problems that restrict the development of agriculture and rural economy. Document No.1 of the Central Committee in 2008 pointed out that all localities can solve the mortgage guarantee problem of farmers and rural small and medium-sized enterprises by establishing guarantee funds or guarantee institutions. Since the deepening reform of rural credit cooperatives in 2003, the country has organized and carried out the pilot work of deepening reform of rural credit cooperatives, and the problem of rural loans has been initially solved. However, to solve this problem better, we must consolidate and develop the reform achievements of rural credit cooperatives and further improve the governance structure and operation mechanism. On the premise of ensuring the safety of funds, all financial institutions in the county should tilt a certain proportion of funds to the countryside, give full play to the unique advantages of the Agricultural Bank and rural credit cooperatives, go deep into the fields, simplify the loan procedures, and provide financial guarantee for developing the rural economy and building a new socialist countryside. At the same time, the government encourages the development of micro-credit and various micro-financial organizations, allows small rural financial organizations to integrate the funds of financial institutions, allows qualified farmers' professional cooperatives to carry out credit cooperation, allows the development of private lending, and regulates and guides it.
