Comprehensive Management Planning of Zhuxihe Reservoir
Zhuxihe Reservoir has four functions: water supply, flood control, irrigation and power generation, among which the most important function is water supply. In order to effectively improve the quality of water supply and ensure the safety of drinking water for urban residents, this plan is formulated.
First, the basic situation of Zhuxihe Reservoir
Zhuxihe Reservoir was built in 1968. In 2002-2004, the national debt fund1420,000 yuan was invested to reinforce the reservoir dam and spillway. The rain-fed area of the reservoir is 120 square kilometers, and the average runoff for many years is 65 million cubic meters. The total storage capacity of the reservoir is 23.48 million cubic meters, of which the effective storage capacity is 65.43.8+03.4 million cubic meters; The dead water level of the reservoir is 478 meters above sea level; The spillway is 496.7 meters above sea level. Zhuxihe Reservoir undertakes the tasks of county water supply, flood control and irrigation of 20,000 mu of farmland downstream of the reservoir area with 80-65438+10,000 people in the urban area in the near future and10-0/20,000 people in the long term. It is the life library of Zhuxi County.
There are 19 administrative villages in Ba Long Township, with 4,705 households and190,000 people, and the cultivated land area is180,000 mu, including 5085 mu of paddy fields and 0/3005 mu of dry land. There are 5 villages in Ba Long Township/KLOC-0 and 2 villages in Zhongfeng Town in the rain and flood area of Zhuxihe Reservoir. The total population of the reservoir area is 1.55 million, and the total cultivated land area is 1.3050 mu, including 3580 mu of paddy fields and 9470 mu of dry land.
Second, the present situation of water pollution in Zhuxihe Reservoir
(1) The sewage in Longbaji Town is directly discharged. The town of Ba Long is planned to be 2.5 square kilometers in the near future. There are 1 1 township organs, 2 schools (1 junior high school, 1 central primary school) and 392 households in the planned market town area. The town has a permanent population of more than 5,000 people, with an annual livestock raising capacity of 1000 and a poultry raising capacity of 2,000. The infrastructure of Ba Long market town is simple, and the daily production and living sewage and human and animal manure of market town organs, schools and residents are directly discharged into Zhuxihe Reservoir without any treatment. Domestic garbage is piled up in the open air and directly discharged into the reservoir after being washed by rain. The daily sewage discharge of market towns is above100t.

The test results show that seven of the 17 indicators exceed the standard, among which ammonia nitrogen, oxygen consumption, total bacteria and total coliform bacteria seriously exceed the standard.
(2) Farmers' sewage in the reservoir area is directly discharged. There are 14 12 households around the reservoir area and along the main rivers, and there are 2,356 households within 100 meters, with more than 3,500 livestock and more than 5,000 poultry. At present, farmers in this area have not built biogas digesters. Except for a few farmers who concentrate pollutants such as human and animal manure and domestic garbage as farm manure for growing grain and vegetables, most farmers do not use them and directly or indirectly discharge them into warehouses. The river water pollution in the main channel is also increasing year by year.

The above two test results: 5 of the 17 indicators exceeded the standard, among which the total number of bacteria and coliform bacteria seriously exceeded the standard.
(3) Non-point source pollution affects water quality. There is 13050 mu of cultivated land in the water source area of Zhuxihe Reservoir, and the annual pesticide consumption in the area exceeds 6.5 tons, and the chemical fertilizer consumption exceeds 980 tons. Pesticide and fertilizer residues directly or secondary pollutant surface water and groundwater to some extent.
Three, Zhuxihe reservoir comprehensive management planning scheme
(1) Planning scope.
Planning scope of Zhuxihe Reservoir Comprehensive Treatment Project-within the rain-fed area of the reservoir 120 square kilometers. Specifically, it includes Ba Long Township/0/5 villages (Hu Ba Village, Longjiaba Village, Walougou Village, Qiaba Village, Hongmiaozi Village, Dabagou Village, Caochangba Village, Zhuyugou Village, Lufeng Village, Xiaojiabian Village, Tongxin Village, Zhujiapo Village, Yanwugou Village, Guanjiagou Village and Wang Jiaping Village).
(2) Planning objectives.
Overall goal: in 2008-20 10, we will focus on the control and treatment of pollution sources in the reservoir area, solve the problem of direct discharge, and make the quality of incoming water meet the second-class standard of surface water. 20 1 1-20 15 focus on strengthening the ecological and industrial construction in the reservoir area, and strive to build the source area of Zhuxi River into a high-quality water conservation area.
1, short-term goal. 2008-20 10: ① Centralized treatment and disposal of sewage and garbage produced in Ba Long Town. (2) Residents around the reservoir area and on both sides of the main river channel should change toilets and build biogas digesters to effectively solve the problem of direct sewage discharge for residents, so that the water pollution situation in Zhuxi River reservoir area can be fundamentally controlled.
2. Long-term goals. 2011-2015: ① Strengthen the ecological construction of Zhuxihe reservoir area and enhance the surface water storage capacity; (2) Guide farmers to adjust the industrial structure, plant tea and fruits, reduce the scale of grain and oil production, and reduce soil erosion; ③ Promote the use of bio-organic fertilizers and farmyard manure, and reduce the use of chemical fertilizers and pesticides; ④ Design and install the spillway gate of the reservoir to increase the storage capacity.
(3) governance plan.
1. Pollution source control in market towns.
(1) Basic treatment of town sewage. The problem that sewage from Longbaji Town is directly injected into Zhuxihe Reservoir is fundamentally solved by collecting and discharging through pipelines. Longbaji Town is 525 meters above sea level, and Zhuxihe Reservoir spillway is 496.7 meters above sea level. The sewage from Longbaji Town will be discharged through pipelines and connected to the main pipeline of the county sewage treatment plant. The design is based on the pipe diameter d200—d400. The total length of the pipeline from Longbaji Town to the main network of the county sewage treatment plant is about 8km, and the estimated investment is about 3.2 million yuan. Strive to complete the bidding work in early June and start construction in the middle of the year.
(2) Control urban garbage. Choose a suitable place to build a new landfill; Purchase medical waste incinerators to classify and treat medical waste harmlessly; Buy a garbage truck to collect and treat the garbage in the market town. The total investment of the project is 500,000-800,000 yuan.
2. Control the pollution sources around the reservoir area and major rivers. There are *** 2 12 households within 50m around Zhuxihe reservoir area, and there are *** 1088 households within 50m from Hongmiaozi to Pingan main channel. Most of the domestic sewage of these families is directly discharged. In this district 1300 households carry out rural biogas project construction, and each household is subsidized by 2000 yuan. At the same time, HM fermentor is popularized in this area to reduce the pollution discharge of pig breeding.
3. Control non-point source pollution. Guide and support farmers in the reservoir area to adjust their industrial structure. First, mainly planting tea and fruits, supplemented by planting grain and oil. Encourage large-scale development of organic tea and fruit bases, and the government supports seedlings. Enjoy the national improved seed subsidy and grain direct subsidy policy within three years, and give priority to the agricultural loan discount support policy. Those who use the fields in charge to build high-standard tea gardens and orchards will be rewarded with 500- 1000 yuan per mu. The second is to promote and support the use of bio-organic fertilizers and farmyard manure, reduce the use of chemical fertilizers and pesticides, and implement a subsidy policy for bio-organic fertilizers in the reservoir area. The third is to strengthen the supervision and management of the use of chemical fertilizers and pesticides in the reservoir area, and strictly control and restrict the use of banned chemical fertilizers and pesticides in this area.
4. Strengthen the ecological and industrial construction in the reservoir area. There are still 740 mu of cultivated land with slopes above 25 degrees and 25,000 mu of barren hills and wasteland in the rain-fed area of Zhuxihe Reservoir. The county party committee and government will tilt the forestry ecological construction project to Zhuxi River reservoir area, and strive to return all sloping farmland and barren hills and wasteland above 25 degrees to forests within 3-5 years. At the same time, 3,000 mu of high-yield and high-efficiency tea gardens will be built in the reservoir area, including 2,000 mu of tea gardens and orchard 1 10,000 mu. Restrict the development of "farmhouse music" catering industry around the reservoir area, and prohibit the construction of new "farmhouse music" within 500 meters around the reservoir area. Ba Long Township, the Environmental Protection Bureau and the Health Bureau have jointly rectified the existing "farmhouse music" to meet the emission standards within a time limit. New residential buildings in the reservoir area shall be subject to mandatory specifications, septic tanks shall be built in new residential buildings in market towns and biogas digesters shall be built in new residential buildings in rural areas.
Four, Zhuxihe Reservoir Comprehensive Management Project Main Construction Projects

The people's governments of Ba Long Township and Zhongfeng Town are responsible for the implementation of the project, and the relevant departments directly under the county level are the main bodies for the implementation of related projects. Every year, the county government organizes a special evaluation of the main body responsible for the comprehensive management project of Zhuxihe Reservoir and the main body of the project implementation, and the evaluation results are reported throughout the county.
