Article 13: All ministries, commissions, provincial and municipal project units shall formulate annual project progress and funding plans based on the implementation plans of their respective projects. The annual plan shall be submitted to the National Information Center before November 30 of the previous year. The annual project plan (including plans for project progress, fund use, equipment procurement, consulting and training, etc.) is prepared by the National Information Center and submitted to the project leadership group for discussion, and is implemented after approval. Article 14: During the project implementation period, all relevant ministries and commissions and provincial and municipal project units must fill in the "SEIS Project Management Statistical Form" and other various reports formulated as needed in accordance with the regulations of the loan office, and report the progress of project implementation in a timely manner. The Loan Office of the State Information Center will submit a semi-annual project progress report to the OECF and relevant domestic departments every six months (February and August each year) after comprehensive review. Article 15 In order to ensure the realization of project goals, the National Information Center Loan Office will regularly supervise and inspect the loan work of ministries, commissions, provincial and municipal project units in accordance with relevant regulations. All relevant units should assist the inspection team in its work and provide relevant information. At the end of the inspection, the inspection team shall submit an inspection report to the SEIS leadership group.
