According to the 20 19 special poverty alleviation fund allocation table issued by the central government, Yunnan, Xinjiang, Gansu and Guizhou received the most financial support, all exceeding 10 billion yuan, while Jiangsu, Zhejiang, Fujian, Shandong and Guangdong received less financial support than 10 billion yuan.
The circular calls for solving the outstanding problems of "two worries and three guarantees", making full use of existing policies, and focusing on supporting eligible "two worries and three guarantees" projects through channels such as industry poverty alleviation funds, financial integration funds of poverty-stricken counties, and assistance funds.
In terms of fund allocation, all provinces should allocate and release funds in a timely manner according to regulations, implement poverty alleviation projects as soon as possible, and ensure the accurate use of funds. While strengthening the industrial poverty alleviation mechanism, we should establish a long-term mechanism to clean up idle funds and improve the efficiency of fund use. Stimulate the endogenous motivation of the poor and resolutely correct the problem of "one hair" and "one share".
In addition, all localities should adhere to the openness of the distribution results of poverty alleviation funds at the provincial, city and county levels, and announce the results of rural poverty alleviation projects and the use of funds. Strengthen normal supervision, fully implement the performance management of poverty alleviation project funds, and resolutely rectify illegal acts of embezzlement and misappropriation of poverty alleviation funds.
