2. Classification of loan purposes: The Ministry of Finance divides loan projects into three categories. A class of projects refers to projects in which the financial departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning (hereinafter referred to as "provincial financial departments") are borrowers and assume repayment responsibilities; Category II projects refer to projects in which the project unit is the borrower and bears the repayment responsibility, and the provincial financial department provides repayment guarantee; Three types of projects refer to projects in which the project unit acts as the borrower and assumes the repayment responsibility, and the provincial financial department neither acts as the borrower nor provides repayment guarantee. According to our experience, most environmental protection and infrastructure projects can successfully apply for Class I or Class II projects. When a customer applies for a project to the financial department, he can specify the project category to apply for.
3. Approval procedures for foreign government loans: In principle, all loans are approved by the Head Office. Since 2003, the approval authority of the above-mentioned first-class and second-class projects (except the second-class projects guaranteed by central enterprises) has been delegated to provincial banks.
