Settle it through negotiation. If negotiation fails, a civil lawsuit can be filed. Water and electricity charges are not used for loans, but to show that they have extra houses, so that banks can rest assured that they will receive collateral after bad debts. The water, electricity and coal bills provided by your family are only used by the main lender as their spare houses, and it doesn't matter if they are provided, because it is not your house that is mortgaged.
