According to the Notice of the General Office of Ministry of Human Resources and Social Security and the General Office of the Ministry of Finance on Doing a Good Job in the Implementation of the "Three Supports and One Support" Plan for College Graduates in 2020 (No.57 issued by the Provincial People's Social Security Department [2020]) and the Notice of the Organization Department of the Provincial Department of Human Resources and Social Security on Doing a Good Job in the Implementation of the "Three Supports and One Support" Plan for College Graduates in Jiangsu Province in 2020 (No.77 issued by the Soviet People's Social Security Department [2020])
In 2020, our province will recruit 400 college graduates and arrange them to work in towns (streets) in eight cities in the middle of Jiangsu and northern Jiangsu to support education, agriculture, medicine, poverty alleviation, water conservancy, employment and social security services (hereinafter referred to as the "three supports and one support" plan) for a period of two years. The relevant matters are hereby announced as follows:
I. Number of recruits
1 .xuzhou40 (teaching 10, supporting agriculture 10, supporting doctors 5, helping the poor 10, and water conservancy 5);
2. Nantong 30 (supporting agriculture 8, 15 poverty alleviation, water conservancy 6, 1 employment and social security services);

Second, the recruitment target and basic conditions
The recruitment targets are full-time college graduates from the province in 2020, full-time college graduates from Jiangsu in 2020 and full-time college graduates from Jiangsu in 20 18 and 20 19. And meet the following conditions:
1. Good political quality, love the motherland and support the party's basic line, principles and policies; Law-abiding, decent style; With professionalism and dedication, I volunteered to work in rural grassroots.
2. Qualified in academic performance, with corresponding professional knowledge, and able to graduate as scheduled.
(1) Those who are engaged in teaching must be graduates with bachelor's degree or above in normal schools or other related majors, and must obtain teacher qualification certificates;
(2) Those who are engaged in supporting agriculture must have a college degree or above in agriculture, forestry, animal husbandry and other related agricultural majors;
(3) Those who are engaged in complementary medicine must have a college degree or above in medicine, pharmacy, public health and other related majors, and must meet the access requirements for health professionals and technicians;
(4) Those who are engaged in poverty alleviation work must be graduates with bachelor degree or above in public administration, social politics, Chinese secretary, art, law, urban planning, construction engineering, financial accounting, environmental protection, economy, business administration, commerce, computer (professional) and other related majors;
(5) Those engaged in water conservancy work must have a college degree or above in water conservancy engineering and other related majors;
(6) Those who are engaged in employment and social security services must be graduates with bachelor degree or above in public administration, social politics, Chinese secretary, law, business administration and other related majors;

3. Due to the epidemic situation in COVID-19, if the above-mentioned recruitment conditions involve the requirements of access to vocational qualifications, they shall be implemented in accordance with the notice of Ministry of Human Resources and Social Security, Ministry of Education, Ministry of Justice, Ministry of Agriculture and Rural Affairs, Ministry of Culture and Tourism, and the Notice of the National Health and Wellness Committee of China National Intellectual Property Administration on the phased measures of "taking part in vocational qualifications before verification" in response to the epidemic situation in COVID-19 (Ministry of Human Resources and Social Security Fa [2020] No.24).

5. Undergraduate and junior college students are under 27 years old (born after 1993 1), and graduate students with master's degree or above are under 30 years old (born after 1990 1).

3. Recruitment procedures: Recruitment is conducted according to the procedures of individual registration, qualification examination, written examination, interview, inspection, physical examination, publicity and employment decision.

3. On July 25th, the province organized a written test and set up test sites in Nanjing, Xuzhou, Nantong, Lianyungang, Huai 'an, Yancheng, Yangzhou, Taizhou and Suqian.
4. In mid-August, the relevant municipal offices of "Three Supports and One Support" organized interviews, inspections and physical examinations, and reported the list of candidates to the provincial offices of "Three Supports and One Support".
In late 5.8, the provincial "three supports and one support" office unified publicity, publicity time for 7 days. After the publicity, the relevant cities will go through the employment procedures.
Four. Policy treatment and guarantee
In order to ensure the implementation of various benefits, during the service period, the provincial finance will co-ordinate the central subsidy funds, issue special subsidy funds according to the standard of 26,000 yuan per person per year, and give a one-time resettlement subsidy of 3,000 yuan to new recruits in that year. The insufficient part and the funds needed for independent recruitment of "three supports and one support" personnel other than the recruitment plan issued by the province shall be borne by the local county (city, district) finance.
"Three supports and one support" personnel can enjoy the following benefits:
(1) Treatment and protection during service
1. During the service period, the "three supports and one support" personnel shall determine the standard of work and living allowance with reference to the salary and income level of the newly recruited personnel from college graduates in local township institutions after the probation period expires, and pay them monthly. Welfare enjoys the same treatment as the staff of the service unit.
2. Employees of local enterprises shall participate in various social insurances, pay housing accumulation fund and allocate housing subsidies from the starting salary month, with their working and living subsidies as the payment base. The part paid by the individual shall be withheld and remitted from the personal allowance by the unit that pays the working and living allowance.
3 for the service period of "three supports and one support" personnel for personal accident insurance. Related expenses are included in the scope of financial work and living subsidies.
4. According to the standard of 3,000 yuan per person, give each newly recruited "three supports and one support" personnel a one-time settlement subsidy.
5. Personnel files during the service period of "three supports and one support" personnel shall, in principle, be managed by the human resources and social security department of the county (city, district) where they are located, public employment and talent service institutions, and the household registration shall be settled in the seat of the government of the county (city, district) where the service is located or transferred back to their original place according to their wishes, and the relationship between the party group and the organization shall be transferred to the unit.
(2) Preferential policies when the service expires.
1. Set aside a certain number of positions of civil servants, institutions and state-owned enterprises in provinces and cities every year to recruit (hire) grassroots service project personnel such as "three supports and one support" who have passed the service assessment.
2. After the expiration of the service period, the qualified "three supports and one support" personnel who apply for graduate students in colleges and universities in the province within 3 years will have a total score of 10, which will be given priority under the same conditions; For the fresh college graduates who have been admitted as graduate students to participate in the "three supports and one support" program, the school should retain their admission qualifications during the service period; Graduates of the "three supports and one support" colleges who have passed the examination after the expiration of service can enter the starting point of adult higher education without examination.
3. Those who have no work experience before participating in the "three supports and one support" plan will pass the examination upon expiration. You can equally enjoy the relevant policies for fresh college graduates to participate in the examination (employment) of institutions, employment, self-employment, settlement of various enterprises within two years, and further studies.
4. After the expiration of the service period, the qualified "three supports and one support" personnel start their own businesses, which are included in the scope of policy support for college graduates' self-employment, and provide "one-stop" services such as policy consultation, project development, entrepreneurship training, business incubation, microfinance, entrepreneurship guidance and follow-up counseling for their self-employment. In accordance with the relevant policies, those who meet the conditions for engaging in individual business may be exempted from administrative fees; Flexible employment through various forms, eligible can enjoy social insurance subsidies.
5. After the expiration of the service period, if the qualified "three supports and one support" personnel choose their own jobs, the human resources and social security departments at all levels and their public employment and talent service institutions will provide free policy advice, career guidance and career introduction services; Organize to participate in vocational qualification training, vocational skill appraisal or employment probation, and give vocational training subsidies according to regulations; Focus on helping the "three supports and one support" personnel who have not been employed for a long time after the expiration of service.
6 after the expiration of the service period, the "three supports and one support" personnel who have passed the examination will enter the state-owned enterprises and institutions, and the receiving unit will determine the salary according to the positions hired by the employees with the same conditions. "Three supports and one support" personnel who pass the examination after the service period expires shall be counted as the length of service. In the future, senior titles will be promoted, and priority will be given to evaluation under the same conditions.
