Article 14 A vacancy reporting system shall be established. Employment service departments and employers at all levels should keep abreast of the changes in the number of public welfare posts, implement dynamic management, and establish a public welfare post management mechanism that is "able to enter and exit, gradually emerge, posts are relatively stable, and personnel flow reasonably". Public welfare post personnel in any of the following circumstances, according to natural attrition, dismissal:
(1) During the probation period, it is found that he takes the exam instead of others, or suffers from serious illness, which makes him unable to meet the job requirements;
(two) abuse of power during the agreement, making things difficult for the masses, asking for, accepting or possessing the property of the service object free of charge, which has a very bad influence;
(3) natural attrition caused by retirement or death;
(four) due to personal reasons, can not work normally, can not play the role of public welfare posts;
(five) has been registered in the real name of the industrial and commercial departments to engage in business activities;
(six) have enjoyed small secured discount loans to engage in business activities;
(seven) without the employment service department for recruitment procedures, unauthorized arrangements for post personnel.
Due to attrition or dismissal, the employing unit must submit a vacancy report to the employment service department within three days after leaving the post, and go through the formalities of attrition.
Fifteenth employment service departments at all levels should establish a database of public welfare posts, establish personal files, and implement real-name management. Establish a special account management for the allocated public welfare post subsidies, and use it for special purposes. The original vouchers are bound and filed, so that the number of people, positions, service time, salary payment and social security base are clear.
