Article 28 The local people's governments at the city and county level divided into districts shall, in accordance with the national guiding standards for basic public cultural services and the implementation standards for basic public cultural services of provinces, autonomous regions and municipalities directly under the Central Government, and in combination with local conditions, formulate and publish a catalogue of public cultural services in their respective administrative areas and organize their implementation.
Twenty-ninth public cultural units should improve the service items, enrich the service content, and create conditions to provide free or preferential services such as cultural performances, exhibitions, film screenings, radio and television programs, reading services, and art training. Open to the public and provide support and help for the public to carry out cultural activities. The state encourages operating cultural units to provide public cultural products and activities free of charge or at preferential prices.
Article 30 A comprehensive cultural service center at the grass-roots level shall strengthen the integration of resources, establish and improve a public cultural service network, give full play to its overall service function, and provide public cultural services such as reading books and newspapers, watching film and television dramas, popularizing law, popularizing art, popular science, broadcasting, surfing the Internet and mass cultural and sports activities, and provide other public cultural services according to its functional characteristics and local conditions.
