Article 21 Procedures for application, approval, implementation management and acceptance of key projects:

2. Units applying for key projects must truthfully fill in the Spark Plan project application form, the Spark Plan key project feasibility study report (see Attachment 2), and experts’ preliminary demonstration opinions and other relevant information. After being reviewed by the provincial and ministerial science and technology administrative departments, the application must be completed in ten copies. A copy of the report shall be submitted to the Spark Office of the Ministry of Science and Technology.

3. The Spark Office of the Ministry of Science and Technology organizes experts to conduct an open, fair and impartial review and identification of the application materials, and determines the project undertaking unit.

4. Within one month after the establishment of a key project, the science and technology administrative department of the province and the ministry shall organize the project undertaking unit to sign a science and technology development project mission statement (see attachment 3) with the Ministry of Science and Technology as required, and submit it in six copies to the Spark Office of the Ministry of Science and Technology.

5. After signing the project mission statement, the Ministry of Science and Technology, together with the Ministry of Finance, will issue financial support funds for key projects of the National Spark Plan in accordance with the financial appropriation system. National financial support funds must be used in strict accordance with the relevant regulations on national science and technology fund management, and must be earmarked for specific purposes and must not be misappropriated for other purposes.

6. The units undertaking key projects must strictly fulfill the obligations stipulated in the project mission statement. During the project implementation period, a summary of the annual implementation status of the key projects of the National Spark Plan for the previous year (see Attachment 4) shall be submitted to the provinces and ministries before the end of January each year. 7. The science and technology administrative departments of provinces and ministries are responsible for the implementation and management of key projects in their regions and departments. 8. The Spark Office of the Ministry of Science and Technology organizes or entrusts the science and technology administrative departments of provinces and ministries to be responsible for organizing the acceptance work of key projects. Key projects must submit an acceptance application to the provincial and ministerial science and technology administrative departments within 3 months after the completion of the project. Within 1 month after the acceptance is passed, relevant materials must be submitted to the Spark Office of the Ministry of Science and Technology for filing. For key projects that fail to pass the acceptance inspection, unless it is caused by force majeure factors, the Xinghuo Office of the Ministry of Science and Technology will report it as appropriate.

9. Any scientific and technological achievements produced during the implementation of the project that meet the appraisal conditions can apply to the relevant departments for achievement appraisal.
