The main functions of the Housing Provident Fund Management Center are :

Implement the laws and policies related to the management of housing provident funds, and formulate local regulations, rules and specific management methods and measures for the management of housing provident funds based on the actual situation of this city, and implement them after approval;

Prepare the collection and use plan of the city's housing provident fund, and organize its implementation after approval by the municipal housing provident fund management committee (hereinafter referred to as the management committee); prepare a report on the implementation of the plan and submit it to the management committee for approval;

Prepare the annual budget and final accounts of the city's housing provident fund, which shall be reviewed by the municipal finance department and submitted to the management committee for review and implementation;

Responsible for recording the deposit, withdrawal, and use of employees' housing provident fund; Responsible for the unified accounting of the city's housing provident fund;

Responsible for examining and approving the withdrawal of housing provident fund and the issuance of personal housing provident fund loans, and establishing a credit system for personal housing provident fund loans.

The responsibilities of each department are as follows:

(1) Comprehensive Management Department: Responsible for the construction and organization of various work systems of the center; responsible for formulating the center’s Work plan, work planning and summary; responsible for the arrangement of government affairs activities of the center leaders and the organization of important activities; comprehensive coordination of the center's official document sending and receiving, confidentiality, publicity, conference affairs, research and cultural construction.

(2) Policy and Regulations Department: Responsible for drafting, revising, and submitting for approval the city’s housing provident fund policies and regulations, and proposing corresponding legislative plans; responsible for the publicity and education of relevant professional laws and regulations and the collection and compilation of regulatory materials; responsible for Systematic legal education at the center; responsible for legal review of normative documents issued by the center.

(3) Planning and Finance Department: Responsible for the financial management of the center and the implementation of relevant national laws, regulations, rules and financial systems; responsible for the planning management, scheduling and value preservation and appreciation of housing provident fund funds; formulating relevant regulations for financial work System and business workflow; research and analyze the development and changes of economic operations and fiscal, taxation and financial policies, and timely propose plans to improve capital operations.
