Local grain reserves (hereinafter referred to as grain reserves) include grain reserves of autonomous regions and finished grain reserves of cities and counties (cities) divided into districts. The storage cost of grain reserves in cities and counties (cities) divided into districts shall be borne by the finance at the corresponding level. Operators engaged in grain purchasing, processing, marketing and other activities shall keep necessary stocks. Article 14 The storage structure of grain reserves shall be scientific and reasonable. Enterprises undertaking the storage business of grain reserves (hereinafter referred to as storage enterprises) shall obtain the qualification for storage of raw grain or finished grain in the autonomous region recognized by the grain management department of the autonomous region (hereinafter referred to as the qualification for storage enterprises of grain reserves). Where a storage enterprise that has obtained the qualification of a grain storage enterprise applies for storing grain reserves, the grain management department of the autonomous region or the grain management department of a city or county (city) divided into districts may choose through bidding. Article 18 An enterprise applying for the qualification of entrusted storage of grain reserves shall submit the following application materials:
(a) the application form for the qualification of grain storage enterprises;

(four) the appraisal information of the grain management department on its warehouse, testing, equipment and other field conditions;
(five) the assets, liabilities, profits and losses of the enterprise audited by the audit department or the asset appraisal institution;
(6) bank credit certificate. Nineteenth autonomous region grain storage enterprises shall meet the following conditions:
(a) the warehouse capacity has reached the scale specified by the autonomous region, and the storage facilities meet the requirements of the relevant national grain storage standards and technical specifications;
(2) Having storage equipment suitable for grain storage function, warehouse type, grain import and export mode, grain variety and grain storage cycle;
(3) Having instruments and places that meet the national standards for detecting the quality grade of grain reserves in the autonomous region, and having the conditions for detecting the temperature, moisture and pest density of grain;
(four) with professional training, and obtained the national accreditation certificate of grain storage, inspection and prevention and control management technical personnel;
(5) Having the loan conditions and standardized operation and management stipulated by the Agricultural Development Bank.
