Regulations on the Administration of Chongqing Economic and Technological Development Zone
Chapter I General Provisions Article 1 In order to speed up the construction of Chongqing Economic and Technological Development Zone and promote the development of science and technology and export-oriented economy, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation in Chongqing. Article 2 The Chongqing Economic and Technological Development Zone (hereinafter referred to as the Development Zone), which was established with the approval of People's Republic of China (PRC) and the State Council, implements the policy of national-level urban economic and technological development zones that are open along the coast.

The Development Zone is located in Nanping District, Nan 'an District, Chongqing, with the Yangtze River in the north, Long Dan South Road in the south, Changjiang Power Plant and Long Dan Road in the west, Huangjuedu Wharf, Shiziyan and Chuanqian Road in the east. The total area is 9.6 square kilometers. Article 3 These Regulations shall apply to the development and business activities and administrative management in the Development Zone. Article 4 The Development Zone shall, in accordance with the goal of establishing a socialist market economic system and international practices, create a good investment environment for foreign investors and domestic enterprises and institutions, protect their legitimate rights and interests according to law, and make the Development Zone a window for opening to the outside world, a base for developing an export-oriented economy and an experimental area for economic system reform. Article 5 The Development Zone shall focus on industrial and technological development projects, make full use of the advantages of urban areas, encourage domestic and foreign enterprises and institutions to invest in establishing high-tech enterprises, advanced technology enterprises and export-oriented enterprises, promote the industrial restructuring and technological transformation of large and medium-sized state-owned enterprises, and promote regional economic development. Article 6 All units and individuals in the Development Zone must abide by the laws, regulations and these Regulations of People's Republic of China (PRC). Chapter II Management Article 7 The management of development zones shall adhere to the principles of high efficiency, unity, division of responsibilities and being conducive to development, and gradually establish and improve a new management system that adapts to the socialist market economy. Article 8 A management committee shall be established in the Development Zone, and the Chongqing Municipal People's Government authorizes the management committee of the Development Zone (hereinafter referred to as the Development Zone Management Committee) to exercise unified leadership and management over the Development Zone. Article 9 The Development Zone Management Committee shall exercise the following functions and powers according to law:

(a) the implementation of relevant laws and regulations and the relevant decisions, orders and policies of the Municipal People's government;

(two) according to the overall urban planning and economic and social development planning, organize the preparation of the overall planning, regulatory detailed planning and economic and technological development planning of the development zone, and organize the implementation after approval according to regulations;

(three) to formulate and issue administrative decisions on development and construction, economy, science and technology;

(four) to carry out the pilot reform of the economic system, and to implement unified management of construction land, planning and implementation, finance and taxation, industrial and commercial administration, labor and employment, foreign trade, etc. Related to development, construction and investment attraction;

(five) authorized by the municipal government, responsible for land development, infrastructure and public facilities construction;

(six) according to the provisions of the authority to approve investment projects and scientific and technological development projects, to confirm the units that enjoy preferential treatment;

(seven) in accordance with the provisions of the state, handle the relevant foreign affairs;

(eight) to supervise and coordinate the work of the administrative committee of the Development Zone and the agencies and branches of the relevant units;

(nine) to guide and supervise enterprises and institutions, guarantee the autonomy of operation, and safeguard the legitimate rights and interests of employees;

(ten) other functions and powers granted by the Municipal People's government. Tenth Development Zone education, culture, health, sports, public security, urban management, civil affairs, family planning and other affairs by the Nan 'an District People's government unified management, to promote coordinated economic and social development. Article 11 The daily management of the Development Zone shall be based on the principle of streamlining and high efficiency, and separating government from enterprise, and necessary institutions shall be established, including offices, functional institutions and dispatched offices.

The establishment of an institution shall be proposed by the establishment organ and reported to the Municipal People's Government for approval or examination and approval by the competent authority. Article 12 Upon approval, the customs, commodity inspection departments and other departments may set up supervision institutions or send supervisors in the Development Zone to handle business and implement supervision and management.

Banking, insurance, foreign exchange and other financial departments and accounting, auditing, lawyers, notaries and other service institutions can expand their business and provide supporting services in the Development Zone. Thirteenth daily management institutions and service institutions established in the development zone shall carry out their work under the unified leadership and deployment of the Development Zone Management Committee, and accept the guidance and supervision of relevant business departments. Fourteenth Development Zone Management Committee and the relevant departments of the city and district should simplify procedures, open procedures, and improve service quality and work efficiency. Chapter III Development Management Article 15 The Administrative Committee of the Development Zone shall closely integrate investment attraction, land development and infrastructure construction, organize and implement them in a planned way according to the approved plans and objectives, and strictly ensure the development, completion and benefits. Sixteenth development zone management committee and relevant departments should focus on infrastructure construction, combined with the actual development zone, the implementation of open development and operation, accelerate infrastructure construction and land development. Seventeenth state-owned land in the development zone to implement the system of paid use. The right to use state-owned land in the Development Zone shall be transferred in accordance with relevant laws and regulations.

If the right to use state-owned land is obtained through transfer, it can be transferred, leased or mortgaged according to law.

A piece of land to build infrastructure and standard factory buildings can be operated, transferred, leased and mortgaged according to law.

In the development zone, if the land use right is obtained by transferring, leasing, mortgage and other original administrative allocation methods, the transfer procedures must be handled in accordance with relevant regulations.
